The key duties of the position include
The Role
Join the Air Combat Electronic Attack System Program Office (ACEASPO) as an APS 6 Contract Change Management Officer and play a crucial role in ensuring the organisation meets its capability requirements.
You will be responsible to the Commercial Manager within the Enabling Services team to assure ACEASPO core contract change proposals for the Air Combat Electronic Attack Support Contract (ACEASC), Electronic Attack Air Combat Training Systems Contract (EATS), and F404/F414 Engines Total Logistics Support Contract, effectively support the Super Hornet and Growler Defence capabilities.
An APS 6 Contract Management Officer will work as part of small team to coordinate and contribute to the work priorities and workflows in planning contract changes, providing advice and assistance on methods of task completion, and preparing commercial artefacts to advance the requirements of the program's capability.
They will provide expertise and technical knowledge, provide accurate and specialised advice, and leverage a comprehensive understanding of the specific contracting suites, including related templates, legislation and organisational policy, to contribute to Defence's mission and business objectives.
The duties of the Contract Change Management Officer include, but are not limited to:
  • Accountable for sustainment and procurement planning, tendering and contract change activities, ensuring compliance with legislation, procurement policies, processes and procedures;
  • Provide advice, direction, assistance and services for sustainment policy, technical, commercial, legal, financial investigation and other requirements to support contract management outcomes;
  • Use experience to deliver sustainment and procurement related documentation including templates, schedule, correspondence, reports, submissions, plans and strategies, risk and performance reviews, contract change proposals and other contract management documentation;
  • Apply legal principles, legislative and policy compliance obligations and critical commercial risk and performance requirements related to sustainment contract management;
  • Engage and negotiate with clients and stakeholders and respond to complex enquiries and contract management issues, taking the initiative to identify alternative courses of action where necessary;
  • Initiate and recommend mitigation strategies for the risks associated with contract change activities and compliance with mandatory requirements.

This role is eligible for an additional remuneration benefit known in Defence as a Building Defence Capability Payment (BDCP). This enables Defence to provide a premium, in addition to the base salary otherwise payable under the Defence Enterprise Agreement (DEA), for positions in occupational disciplines/classifications that are critical to Defence capability. You will be able to demonstrate your ability to:
  • Solve problems, to interpret, recommend and provide advice on complex commercial issues ensuring compliance with legislation, procurement policies and procedures;
  • Understand and apply legal principles, legislative and mandatory policy compliance obligations and critical commercial risk and performance requirements;
  • Communicate effectively, both in written and verbal form, to deliver procurement related documentation including correspondence, reports, plans, strategies, performance reviews, approaches to market, contracts and contract change proposals, and other commercial documentation;
  • Be flexible and adaptable, and possess a willingness to lead change initiatives;
  • Engage and negotiate with diverse stakeholders including customers, commercial suppliers and subject matter experts;
  • Lead, manage, and guide staff.
