The Department of Treasury and Finance provides economic, financial and resource management advice to help the Victorian Government deliver its policies. We strive for excellence in financial and economic management to improve the lives of all Victorians.
Group
The Financial Assets and Liabilities group (FAL) provides advice and reports on the State's financial assets and liabilities and associated financial risks. This includes the State's investments, borrowings, unfunded superannuation and insurance claims liabilities and guarantees. The group is also responsible for the regulation of the not-for-profit, non-government housing agencies, provides governance and prudential oversight to the State's public financial corporations, and coordinates the financial and budgetary reporting on the State's public corporation sectors.
The FAL group is made up of three teams:
* Balance Sheet Management;
* Financial Policy; and
* Housing Registrar.
About the role
This position is located within the Balance Sheet Management team whose responsibilities are focused on managing the funding of the State budget, liquidity management and the associated debt portfolio interest rate risk management task and banking arrangements
Key accountabilities
This position has the following responsibilities:
* Provide management oversight of the Budget Sector Debt Portfolio (BSDP) to ensure that the funding program is executed by Treasury Corporation Victoria (TCV) on a timely basis and in line with the approved policy and strategy.
* Liaise with TCV to maintain the operational efficiency of the management and reporting of the Budget Sector Debt Portfolio exposures and transactions.
* Provide timely and accurate risk management exposure reporting to DTF executives and to the Debt Portfolio Management committee (DPMC) on the BSDP and other General Government balance sheet borrowings.
* Undertake analysis and maintain reporting for forecast GG sector borrowings by working closely with key internal stakeholders, TCV and key departments and agencies.
About you
We are seeking applications from candidates with demonstrable experience in:
* Experience in treasury operations and analysing and reporting on complex financial exposures for debt or asset portfolios.
* Understanding of the budget processes and experience in accessing financial accounting systems and other related data bases used across the Victorian public sector or in large private sector financial organisations,
* Demonstrated ability to prepare high quality written advice to executive management and ministers.
Experience and qualifications
* Strong financial modelling and quantitative analysis skills with a demonstrated ability to undertake scenario analysis gained working for a large bank, corporate treasury or asset manager.
* Developed understanding of financial risk management principles for debt or asset portfolio management and their application.
* Tertiary qualifications in Finance, Economics, Accounting, or a related field.
