About the role:
Reporting to the Senior Manager, the Senior Analyst is responsible for supporting the identification of opportunities to improve the consistency in how financial reporting is delivered across the sector and develop strategies to implement improvements in conjunction with health services. The Senior Analyst role will work with a small team and contribute to complex analysis and analysis design as need.
Focussing on Health Service financial/ activity analysis and reporting to support sector improvement and capability, the Senior Analyst role is responsible for identifying improvement opportunities and ensuring the financial improvement targets agreed with government can be monitored, reported and audited and acquitted.
This position is part of a specialist unit dedicated to driving financial improvement and capability across Victoria's health services.

About you:
Are you:
* An experienced analyst with expertise in health service funding models, capable of translating complex data into actionable strategies and improvement programs?
* Have a deep understanding of the frameworks and standards used by health services to report financial information
* Skilled at analysing datasets to identify trends, patterns, and opportunities, and benchmarking across hospitals and national datasets?
* A collaborative professional with strong business acumen, adept at stakeholder engagement, risk management, and delivering data-driven insights to inform sector-wide financial improvement?
Key Role Accountabilities
Business and Commercial Acumen
*
Provide financial insight and advice to the Director and Executive Director to optimise health service financial performance.
*
Understand the impact of operational activities and workflows on financial health service performance with a focus on emerging trends and risks.
*
Drive optimal financial decision-making through the provision of timely and authoritative advice and develop open and effective communication strategies including collection of highly complex, contentious or sensitive information on matters of staff or business
Stakeholder Management - Build quality relationships with key senior stakeholders by actively fostering collaborative working relationships within hospitals and health services and other Government departments and establishing ongoing initiatives to enhance these relationships including alerting senior management to potential issues.
Leadership - Actively model the department's vision and values arising from demonstrating collaborative relationships, appropriate and effective governance, responsive leadership, community focus, developing our workforce, and accountability and effectiveness.
Resilience - Perseveres to achieve goals, even in the face of obstacles; copes effectively with setbacks and disappointments; remains calm and in control under pressure; accepts constructive criticism in an objective manner, without becoming defensive.
Qualifications / Specialist Expertise
Qualifications
* A bachelor's degree or higher in Finance, Economics, Data Analytics, Health Administration, Data Science, or a related field
* A high degree of understanding and knowledge of the health system funding is highly important. Knowledge of the Victorian budget processes, relevant departmental systems and environments is desirable.
Specialist Expertise
* Experience with financial modelling, forecasting, and budgeting to analyse funding scenarios and revenue streams is desirable.
* Knowledge of Victorian public hospital operations, funding models/NWAU, and the impact of government funding, policy and reform on operations.
