Description:

The Office of Airspace Regulation has an immediate ongoing, permanent, vacancy for the position of Team Leader Geospatial Assessment.
This position will be offered at the Aviation Safety Regulator 3 level. This recruitment activity will be used to create a merit pool to fill future ongoing and non-ongoing vacancies as they arise.
The Team Leader Geospatial Assessment is responsible for leading the development and maintenance of the Airspace Risk Modelling System (ARMS) - a complex analysis tool which quantifies risk in Australian airspace. The successful applicant will utilise their expertise in data science and project management to capture ARMS requirements and work with various teams within CASA and external agencies to implement solutions. They will also be responsible for implementing improvements to the process for assessing obstacles within the vicinity of airports.
The Team Leader Geospatial Assessment will possess an advanced level of technical and regulatory capability and is required to undertake work of complex to high complexity or sensitivity operating under broad direction. They are required to exercise a significant degree of independence in the management of a team of Aviation Safety Regulators (ASR) and contractors, or as the principal regulatory and technical adviser in a required area of expertise.
The Team Leader Geospatial Assessment is responsible for the following deliverables, which represent an ongoing body of work:
  • Responsible for leading a work group, developing work plans, allocating work, and monitoring team outputs and outcomes. They are required to undertake both coaching and mentoring of ASR's and contribute to the development of staff through the conduct of quality performance and communication discussions.
  • Manage the Geospatial Assessment team, ensuring integration of skills to deliver high quality outcomes.
  • Forecast and plan for the needs of the Geospatial Assessment team to continue to support ANAA's objectives over the medium and long term. This includes resources, tools, and skillset of the team.
  • Manage contracts and procurement of resources for the development of ARMS, Obstacle assessment tools or other analysis capability.
  • Ensure delivery of CASA wide or Branch objectives.
  • Drive, manage and coordinate cross-agency or industry collaboration initiatives related to quantitative risk assessment in aviation or obstacle limit surfaces.
  • Engage with a broad range of stakeholders, including regulated entities, international and national agencies, government, and the aviation sector more broadly, and present CASA's position on highly complex, technical matters.
  • Support strategic planning by providing high quality professional advice and guidance on complex quantitative risk to CASA's senior managers and staff.
  • Promote workplace safety, equity and diversity, and act in accordance with the CASA Values and Behaviours
  • Other duties as required.

The key duties of the position include
Our ideal candidate must demonstrate the following:
  • Hold a tertiary qualification in data science, statistics, mathematics, or similar field.
  • Hold qualifications or have significant experience in project management.
  • A comprehensive understanding of the broader roles within CASA and how they align and interrelate to ensure "Safe skies for all".
  • Undertake work that is complex to highly complex in nature, reflected in either regulatory or policy complexity, or characteristics of the regulated entity, and to exercise consistent capabilities in accord with the CASA Capability Framework at the Mastery/Coach level.
  • Experience in managing teams of technical staff with a diverse skillset.
  • Experience in stakeholder engagement with airlines, airports, air navigation service providers or other aviation organisations.
  • Detailed knowledge of software packages used for data science and software development including Python and Microsoft Azure technologies.
