About Us
The Palyku-Jartayi Aboriginal Corporation RNTBC ('PJAC') was incorporated in January 2020 under the Corporations (Aboriginal and Torres Strait Islander) Act 2006.
As the prescribed body corporate of the Palyku Native Title Holders, PJAC holds the Palyku people's native title rights and interests in trust to:
- Promote the management of the language, culture, and traditional practice of the Palyku people.
- Ensure that the Palyku people's culture and heritage is recorded, protected, and shared within the Palyku community.
- Ensure compliance with the obligations of the Palyku people detailed within Native Title and Aboriginal Heritage Agreements.
- Develop and implement a Strategic Plan for PJAC.
- Promote Palyku community development programmes.
- Foster business and employment opportunities and promote sustainability.
- Promote in all Corporation endeavours the common good of Palyku people through equitable action and enterprise.
The Role
PJAC is a large growing Corporation requiring employees to be flexible and use initiative to support the business where needed. The below is a list of duties and responsibilities however you will be required to assist in other areas when required. Your Position Description will change and grow over time to fit the needs of the role and the business. Reporting to the Heritage Manager your responsibilities will include:
Spatial Data Management
- Responsible for the data architecture of PJAC's geospatial information relating to heritage and environmental places and their management
- QAQC of incoming data from consultants and ensuring that data is incorporated into the PJAC GIS database
- Liaison with PJAC Heritage consultants to ensure good communication around spatial data coming in from field trips
- Audit of legacy data, both PJAC data and DPLH data, to identify missing, erroneous or outdated information (long term)
- Ensuring that the PJAC GIS database links to relevant government and other publicly available databases to provide up-to-date information regarding tenure, native title boundaries and other matters relevant to native title and heritage
- Ensuring appropriate controls on spatial data and meta data to support cultural safety whilst making data available for decision-making
- Develop systems over time to improve the acquisition, storage and sharing of spatial information relating to heritage and environmental understanding.
Heritage Team Support
- Review Heritage survey requests for DPLH lodged places and other cultural sensitivities, in consultation with Heritage Manager and other relevant personnel
- Desktop research for identifying Palyku heritage places for mapping and registering with DPLH and for reviewing tenement applications on Palyku country for sensitivities
- Conducting spatial reconciliations of aerial photography and approvals data to assess compliance of proponents with their approved footprints
- Provision of mapping for desktop assessments of native title and heritage matters by other PJAC staff
- Assisting other Heritage staff with training or mentoring in their mapping work
- Provision of mapping for meetings with proponents, government and other stakeholders as required
- Exhibit the expected behaviours of a PJAC employee
- Exhibit a professional and respectful attitude towards others in the workplace
- Participate constructively with team planning, tracking and review processes
- Share knowledge, to upskill other team members and ensure wide awareness of the heritage issues relevant to the Corporation
- Continually seek improvement opportunities and ways in which the Corporation can lift its efficiency or effectiveness
- Build constructive commercial relationships with mining companies, government agencies and departments and third party service providers.
- Adhere to PJAC policies and procedures, the Rule Book, Code of Conduct and all other legislative requirements as directed and amended by PJAC.
- Escalate concerns or complaints through the Heritage Manager in the first instance, then via the CEO.
Selection Criteria
Essential
- Qualifications and experience in Geospatial Information Systems (preferably 3+ years experience).
- Knowledge of the Aboriginal Heritage Act 1972 (WA), Native Title Act 1993 (Cth), the Mining Act 1978 (WA), the Future Acts regime, Native Title Agreements and other relevant legislation
- Excellent analytical skills, with the ability to work with a range of stakeholders to achieve outcomes.
- A high level of confidentiality, discretion and judgment.
- A collaborative approach to achieving outcomes.
- Experience working with Aboriginal people and understanding of culture.
Desirable
- Experience working in the Native Title Sector, such as a RNTBC or Representative Body, or in a related role within a mining company, government sector, inhouse counsel or legal practice
- Understanding of how new technology can be applied in the area of heritage and environmental mapping . .
Licences and Accreditations
- Cleared National Police Check.
- Drivers' License (C Class).
Remuneration and requirements
This fulltime role is based within the Perth metro area. Part time and flexible work arrangements are available for the suitable applicant. A salary of $110k pa will be open to negotiation based on experience plus statutory superannuation and salary sacrifice options.
