Description:
Child Safety Licensing is responsible for licensing non-government organisations (NGOs) across Queensland to provide quality out of home care services and deliver positive outcomes for children in care and sits within the Tertiary Care and Support unit of the department’s Commissioning Division.The Tertiary Care and Support unit works closely with other government departments, regions and the non-government sector to deliver on key strategic priorities that support effective commissioning and oversight of services supporting children and young people subject to statutory child protection intervention.
Support the establishment and implementation of the Reportable Conduct Scheme (RCS) and Child Safe Standards (CSS) for commissioned suppliers.
Specific Activities Include
- Develop and implement frameworks to ensure out of home care services are effective, child centred and responsive to the regulatory environment.
- Partner with internal and external stakeholders to integrate CSS and RCS as appropriate into existing regulatory and commissioning frameworks for in-scope commissioned services.
- Contribute to development of policies and procedures to support the departments procurement, contracting and regulatory functions.
- Establish appropriate administrative processes, tools and resources for CSS and RCS.
- Inform and promote sector-specific guidance regarding CSS or RCS implementation.
- Contribute to the broader deliverables and responsibilities of the business unit.
- Drive continuous improvement and adopt innovative approaches to address complex challenges in the out of home care system.
- Develop, manage and implement projects and programs that support the effective delivery of services relevant to the business unit.
- Provide high level program management advice and direction in relation to human service initiatives.
- Identify information from a wide range of sources and provide strategic analysis and advice on complex policy and legislative issues relating to the programs and initiatives delivered by the business unit.
- Coordinate day-to-day operations to deliver on project outcomes that support the department's capacity to deliver and maintain quality services.
- Provide high level liaison, consultation and negotiation with internal and external stakeholders towards the development and implementation of whole-of-government policy and program initiatives relating to the programs and initiatives delivered by the business unit.
- Ensure that service delivery arrangements support the department's program and strategic intent.
- Prepare a range of written materials including cabinet submissions, executive correspondence, compliance analysis reports, briefing material, project plans and information papers concerned with the programs and initiatives delivered by the business unit.
- You possess knowledge of current legislation, policies, practices, and philosophies relating to out of home care services in Queensland or have the ability to rapidly acquire this knowledge.
