Description:
The Technical and Strategic Policy team leads the development of overarching program design, strategic policy, guidance and frameworks, compliance and technical advisory services to support the Program Delivery and Industry and Community Engagement teams to deliver the program. The team provides high-level strategic advice to the General Manager, Program Board, Central Agencies, Queensland Reconstruction Authority and Minister.Reporting to the Manager Policy Implementation and Engagement, the Senior Project Manager will be responsible for scoping and delivering initiatives that ensure program objectives are delivered in a consistent and equitable way. The role will coordinate and provide technical and policy advice and ensure stakeholders are adequately informed of technical and policy issues and risks.
What You Will Be Doing
- Developing, implementing, and enhancing guidelines, frameworks, procedures, and policies to ensure consistent and equitable delivery of RHF program objectives.
- Scoping and delivering technical and policy projects and initiatives aligned with program objectives, ensuring timely delivery, adherence to quality standards, and stakeholder satisfaction.
- Reviewing requests for technical advice, providing policy analysis and advice, and engaging specialist technical advisors where required on matters associated with resilient building, design, materials and strategies.
- Gathering and analysing data to inform risk-based decision making and ensure RHF stakeholders (including the Director Program Management & Technical and Strategic Policy and RHF General Manager) are adequately briefed on technical and policy issues and risks.
- Coordinating technical services through the RHF technical consultancy panel and manage panel requests.
- Providing technical and policy advice as part of the formal complaints and appeals process and provide recommendations to the complaints and appeals committee.
- Establishing and maintaining relationships with stakeholder agencies, industry and community stakeholders to support industry and community flood resilience education and future value to Government.
- Identifying opportunities for continual improvement across service delivery, technical, strategic policy and industry and community engagement.
- In partnership with the RHF Service Delivery and Industry and Community Engagement teams, ensuring internal and external communications are effectively implemented across all programs and projects.
- Assisting in training and mentoring RHF teams to ensure program policies are implemented in a consistent and equitable manner.
- Demonstrate experience in policy development, project management or in a technical advisory role.
- Manage discreet policy projects independently
- Demonstrate effective communication and interpersonal skills, with the ability to build rapport and trust with customers and stakeholders.
- Demonstrate proficiency in mentoring, coaching or training to enhance staff skills and knowledge.
- Demonstrate high level knowledge or experience in building, construction or insurance industries, engineering, flood management or disaster management. Knowledge of building regulation or experience in building industry desirable. Please note that this role requires a combination of office-based and remote work. Occasional travel for training or stakeholder engagement may be required.
