THE POSITION:
This position will provide strong leadership across the Project Delivery Team, delivering AlburyCity's significant construction and infrastructure projects. The position will ensure the implementation of an integrated approach to project management.
Responsibilities
KEY RESPONSIBILITIES:
- Oversee the delivery of major projects and services to agreed levels and standards.
- Plan, direct, organise and influence the strategic and operational activities related to all major projects assigned to the team.
- Lead and manage the team including; performance management, training & development, workflow coordination, workforce planning and developing a high level of morale and harmony.
- Ensure that the team works in consultation across AlburyCity using an internal consultancy approach, and provides a high level of pro-active customer service.
- Improve and maintain customer service commitments including quality of services, response times, consultation and advice as required.
- Identify allocation of resources necessary for project delivery.
- Ensure project updates are provided to Executive, Managers, project owners and key working and steering committees.
- Negotiate services and project agreements with external stakeholders.
- Ensure the satisfactory implementation of AlburyCity’s project management system
- Manage contracts including the preparation of specifications, tender analysis, monitoring, administration and review.
- Provide significant input to business and financial plans including budget preparation, return on investment and ongoing monitoring and reporting.
- Improve efficiency through the implementation of continuous improvement programs.
- Build and maintain strong relationships with key stakeholders.
- Ensure all project delivery risks are identified, considered and mitigated.
- Market and pursue opportunities for external funding.
- Meet agreed KPI's for all areas of operation.
- Perform other tasks or duties as directed by the Supervisor which are within the limits of the employee's skill, competence and training.
- Observe requirements of the WHS Legislation, relevant to the job and adhere to AlburyCity Policies and Procedures regarding WHS.

EMPLOYMENT CONDITIONS:
- Based on a 35 hour week, with actual days and times being Monday to Friday, 8.30am to 5pm, with an RDO in accordance with AlburyCity's RDO guidelines.
- In line with the provisions of the Local Government (State) Award, this position will attract a 3.5% Civil Liability Allowance, which is calculated on the base weekly rate of pay.
- This position may involve work outside normal working hours. Additional hours over the standard 35 hours will attract a time in lieu arrangement or payment of overtime rates as agreed in advance with your supervisor.
- This position does not require you to wear a compulsory uniform, however you must follow the dress code requirements within the AlburyCity’s Our People Dress Code Standards. Our People are required to present a smart and professional image to the public at all times including when in public and when working remotely.
- This position involves working in a predominantly indoor environment and using a computer is considered a core component of the role. There may be occasional visits to other work locations. The position requires an average level of aerobic and physical fitness to undertake occasional physical activities, such as walking and lifting, along with general manual handling tasks as part of a normal working environment. A medical declaration is required for this position.
- This position is subject to pre-employment and ongoing alcohol and other drug testing in accordance with AlburyCity procedures.
- A fully maintained vehicle is available with access to private use under AlburyCity's Leaseback Program.
- This position requires the employee to lodge an annual Pecuniary Interest Return.
- This position is delegated with certain powers, authorities, duties and functions of Council under the AlburyCity Delegations of Authority in accordance with section 378 of the Local Government Act.
- This position requires evidence of a current Australian National Police Check.
- This position is subject to alcohol and other drug testing.
- This position is located at the AlburyCity Administration Building, 553 Kiewa Street, Albury with occasional visits to external sites/depots as required.
ESSENTIAL CRITERIA:
- Tertiary Qualification in Engineering, Project Management or equivalent discipline
- Class C (standard) Driver's Licence (compulsory to have & maintain)
EXPERIENCE:
- Demonstrated minimum 5 years experience associated with the project management of major and complex infrastructure projects
- Extensive Experience in management of a diverse team of professionals
- Extensive Experience in the full lifecycle delivery of major and projects.
SPECIALIST KNOWLEDGE AND SKILLS:
- Expert knowledge of;
- Project delivery and management principles
- Understanding of relevant statutes, legislation and obligations governing Local Government service delivery
- Contract management and administration in a competitive environment
- Sound understanding of construction, operation and maintenance practices and processes
- Detailed understanding of Commercial Business Management.
- High level written and verbal communication skills.
- Ability to develop, maintain both internal and external stakeholder relationships to achieve outcomes that contribute to the achievement of the organisation’s strategic goals
