The Community and Sector Capacity Building (CSCB) Program is an innovative program designed to facilitate and support the development, growth, and empowerment of communities from refugee and asylum seeker backgrounds, and the education, health and community service sector that works with them. The Sector Capacity Building programs build on the capacity of the refugee and humanitarian service sector, whilst enabling mainstream education, health and mental health and wellbeing sectors to better understand the refugee and asylum seeker experience. The program works to enhance the responsiveness and effectiveness of services to people from refugee and asylum seeker backgrounds.

The Victorian Refugee Health Network (VRHN) sits within the CSCB program area at Foundation House and has the objective of building the capacity of health, community and settlement services to provide more accessible and appropriate health care for people of refugee backgrounds.

The Network’s key activities are:

  • building the capacity of the Victorian health sector to respond to health concerns experienced by people of refugee backgrounds and improve health equity.
  • supporting services to be more accessible to people from refugee backgrounds particularly in regional and outer metropolitan areas.
  • improve health service coordination for humanitarian arrivals and those with more complex needs.

The Role
The Sector Development & Policy Advisor reports to the VRHN Program Coordinator. The role provides support for the operation of the Victorian Refugee Health Network by:

  • Providing policy advice, undertaking needs analysis, completing identified projects and information resources.
  • Maintaining relationships with key stakeholders in health, community and settlement services and with key government departments.
  • Providing secretariat support to Network working groups.

Key responsibilities of the role include:

  • Support implementation of the Network’s activities to deliver outcomes in line with the established strategic priorities.
  • Establish and maintain working relationships with key stakeholders across government and non-government sectors, including attendance at regional network forums, to progress the work of the Network.
  • Facilitate and/or participate in sector forums and similar events that explore and address particular health and wellbeing concerns of refugee background communities and disseminate findings related to research and best practice to the sector
  • Review existing evidence and needs analysis and, consistent with specific strategic priorities, support the development of research, background papers and policy submissions.
  • Implement and/or support further development of initiatives, promotional strategies and projects that enhance health and human service provision for people from refugee and asylum seeker backgrounds
  • Maintain and contribute to the Network website, e-bulletin and associated electronic media

The role is available as an ongoing, part time (0.8 EFT) position and is based in our Brunswick office.

What you’ll need to successfully apply
To be successful, you will need to positively respond to the below selection criteria:

  • Degree qualification in health, public health, policy or community development. A post graduate qualification in one of these areas would be well regarded.
  • Strong project design, management and implementation, monitoring and evaluation.
  • Demonstrated capability in developing, maintaining and reviewing effective systems and processes related to project delivery.
  • High level communication skills both oral & written with the ability to write for a variety of audiences.
  • Highly developed research and policy analysis skills and demonstrated ability to produce written reports that are timely and which document outcomes and learnings
  • Working knowledge of Victorian health and human service system, including community health, mental health and disability.
  • Understanding of health and wellbeing issues experienced by people from refugee backgrounds including impact of torture and other trauma.
