About the role:
The Senior Policy Officer, Strategic Policy & Projects role will provide expert strategic advice and contribute to the delivery of strategic projects both as part of a team, with responsibility for leading key streams of work, and independently.
The responsibilities include providing policy development support and capability building through working on specific projects in policy areas or with senior executives, as needed.
The successful candidate will be a high performing team member with strong analytical, strategic planning, project management and communication skills. Specialist skills in health systems, analytics, government processes, legislation, stakeholder consultation, policy design, or program implementation are desirable.
The role requires working closely with teams and other partners to define problems, analyse qualitative and quantitative inputs, consult stakeholders, and develop options and creative, implementable solutions. The Senior Policy Officer is diligent and comfortable working with unfamiliar and complex issues and building positive relationships with senior stakeholders. Success in this role will be predicated on the ability to work with deep subject matter experts and ensure outcomes are achieved.

About you:
- experienced in providing expert advice and leading strategic policy projects to address complex and emerging issues?
- a strategic and innovative thinker with the ability to analyse complex data, information, develop evidence-based policy solutions, and work across multiple work streams?
- skilled in getting across information quickly, understanding and analysing data, and translating this to support policy development and the delivery of strategic projects?
Key Role Responsibilities
* Provide authoritative advice, reasoned recommendations and innovative solutions to complex and sensitive issues based on comprehensive research.
* Develop policy initiatives that meet government and departmental objectives within resourcing, timeline and budget parameters.
* Represent the department on key stakeholder committees and groups concerned with achieving government and departmental objectives, lead relevant committee and governance processes.
* Demonstrate how the actions and outcomes of this role and work unit impact clients and the department's ability to deliver, or facilitate the delivery of, effective support and services.
* Work across multiple projects, including engaging with partners and stakeholders, designing and managing complex projects, and working in multidisciplinary teams to meet emerging pressures and demands, as required.
Qualifications / Specialist Expertise
Qualifications

A tertiary qualification in fields related to public health, health economics/economics, social policy or health administration would be desirable.
* Applicants with a tertiary qualification in other fields but with work experience in the above fields and experience in use of evidence, data analytics and visualisation or economic analysis would also be considered also suitable.

Specialist Expertise
* Knowledge and experience in government, health sector and/or health service delivery would be desirable, with skills and experience in policy development and implementation.
* Experience in use of data analytics and data visualisation to support policy design and decision making, impact assessment, and/or health economics/economics is beneficial. Experience using Victorian government administrative data is desirable (coding experience would be a bonus).
* Consulting experience would be desirable.
