About the role
The Public Transport Authority (PTA) is seeking a skilled Instructional Designer to join the Competency Program Team in designing and developing operational competency assessments and competency-based training resources. This role is responsible for scoping, creating, and mapping training and assessment materials that align with the PTA Competency Framework, operational procedures, and regulatory requirements. Key responsibilities include developing training plans, assessment tools, digital learning content, and instructional resources while ensuring compliance with relevant competency standards. Additionally, the role involves evaluating existing training materials, identifying improvements, and keeping stakeholders informed of updates.
In addition to training development, this role plays a vital part in supporting the PTA’s technical Competency Frameworks, particularly in areas where the Australian Qualification Framework (AQF) does not provide suitable competency units. The Consultant Instructional Design will design workplace-based competency assessments, work collaboratively with subject matter experts, and provide specialist advice on instructional design, assessment strategies, and competency frameworks. With a focus on research, quality assurance, and project coordination, this position ensures that competency programs remain current, effective, and aligned with the PTA’s operational needs.
About You!
To excel in this role, you will possess the following core competencies:
- Extensive experience in designing, developing, delivering, and evaluating adult learning and development programs, preferably within a complex operational environment.
- Certificate IV in Training and Assessment or a diploma/higher qualification in adult education, with strong knowledge of RTO standards, AQF, TAC, and VET compliance requirements.
- Proven ability to develop and map training and assessment materials accurately to competency standards and learning outcomes.
- Strong communication and interpersonal skills, with the ability to consult effectively, build relationships, collaborate in teams, and influence stakeholders.
- Well-developed analytical and problem-solving skills, with the ability to conduct research and apply findings to achieve operational objectives.
- High-level organisational and project management skills, including the ability to manage competing priorities, work independently, and drive tasks to completion.
- Proficiency in MS Word, PowerPoint, and Excel, with experience using eLearning authoring tools such as Rise360 and Articulate.

This is a fixed term opportunity till 30 June 2026 with the possibility of extensions and/or permanency. Applicants assessed as suitable through this process may be used to fill similar vacancies on a fixed term or permanent basis that may arise within the next 12 months.
