Position
The Minister for Planning, the Hon. Sonya Kilkenny, MLA, is seeking applications for the following appointment from individuals who wish to serve on the Heritage Council of Victoria:
- One alternate member with recognised skills or expertise in the area of heritage law, planning law or property law
This appointment will be from 1 July 2025 for a term of three years.

Time commitment
Members are required to attend bi-monthly meetings of the Heritage Council, alternate members may attend these meetings but are not eligible for payment unless their member is absent. Both members and alternate members are expected to participate in one or more of the Heritage Council’s Committees. They are also expected to be available to hear appeals in registration and permit matters. Hearings are not necessarily held in Melbourne and may involve site visits within rural / regional Victoria. Given the unpredictability of the Heritage Council's hearings workload, it is difficult to estimate the time commitment necessary, but as a rough guide, a member would normally be expected to work the equivalent of 3–5 weeks full time a year.
Appointees are generally expected to attend at least 75 per cent of meetings. If applicants are appointed to other boards, they are expected to manage their time appropriately. Applicants should give careful consideration to any existing and anticipated demands on their time.
Remuneration and expenses
Members (and alternate members when acting in place of their member) are eligible to be paid for their time. Members are currently paid at $440 for half a day (anything up to four hours) and $880 for a full day (four hours and over).
Travelling and other allowances are fixed at the rates that apply for employees of the Department of Transport and Planning.
There are limited circumstances where public sector employees may be eligible for remuneration for their service on a Victorian Government board. Current Government policy regarding public sector employee remuneration is discussed further below.
Key selection criteria
Applicants will be shortlisted on the basis of high-level skills, experience and knowledge in relation to the following criteria.
Mandatory skills under the Heritage Act 2017
In accordance with the Act, the person appointed to the Heritage Council must be a person with recognised skills or expertise in heritage law, planning law or property law.
Highly desirable skills
In addition to the mandatory skills or expertise outlined above, skills, knowledge or experience in the following areas will be considered highly desirable:
· recognition, protection and management of cultural heritage
· judicial or quasi-judicial proceedings
· public sector financial or asset management or public sector governance
· corporate and business planning.
