The Opportunity

Moonee Valley City Council is seeking an experienced Revenue Coordinator to ensure the efficient administration of rates and revenue collection.

The successful candidate will contribute to the provision of high-quality financial services and be responsible for the management and recovery of all rates and charges levied annually by the city and debtors accounts raised and ensure optimum recovery of all monies owed to Council.

This exciting opportunity will see you leading a team of 7 highly skilled and dedicated Rates officers. You are highly motivated and committed to providing a high standard service and are able to demonstrate reliability, leadership and teamwork.

Responsibilities

  • Provides contract management services as they relate to the debt collection services and valuation services contracts.
  • Supervise the maintenance of the property database and ownership records to ensure compliance with all requirements of the Local Government Act 2020 regarding rating.
  • Supervise the general revaluation and all submissions to the Valuer-General Victoria.
  • Lodge submissions to the State Revenue Office and other statutory bodies as required.
  • Raise rates and distribute rate notices in accordance with legislative requirements and Council policies.
  • Develop and plan debt recovery programs for rates and charges levied by Council.
  • Supervise the processing of all claims by pensioners for rate rebates and ensure claims to State Government are paid accurately and timely. Comply with State Government pension verification requirements.
  • Ensure reconciliation of rates and charges with ledgers on a monthly basis.
  • Review systems to ensure efficiency and effectiveness of service delivery including system testing supervision where appropriate.
  • Prepare annual statements as they relate to Revenue Services and liaise with Council’s Auditors.
  • Supervise the accounts receivable/debtors function.
  • Contribute to the business planning processes within the Council, liaising with stakeholders and providing expert advice on a range of rating issues.

Skills & Experience

  • The ideal candidate will demonstrate extensive knowledge in rates and valuations within local government, with demonstrated and detailed knowledge and understanding of all functions, processes and procedures that are performance within the Revenue Services function. Including:
    • Ensuring accurate computation of levies and charges, collecting and providing information regarding Council’s rates in accordance with regulations under the Local Government Act 2020;
    • Leading, managing and motivating the staff in the achievement of all unit responsibilities with a commitment to continuous improvement.
  • A thorough understanding of the Local Government Act and associated Regulations.
  • An aptitude for computer based accounting, database management and ability to analyse computer software and its application.
