Key Responsibilities and Functions
Maternal & Child Health

To provide a quality Maternal & Child Health service to families with children aged 0-6 years through timely and appropriate nursing interventions and community development processes.

Formulation of Maternal & Child Health Objectives, policies and implementation strategies to improve the quality of service offered to Moira Shire residents.

When required, undertake the tasks of a Maternal & Child Health Nurse, by conducting regular consulting sessions offering guidance and advice on a wide variety of childcare, parenting, maternal and child health and family related issues.

Promote Moira Shire Council MCH through the development and maintenance of good internal and external relationships to ensure Best Practice Standards are achieved and maintained.
Administrative

Be involved in the implementation of the Council Plan as required.

Maintain accurate and appropriate records.

Coordinate the preparation of reports as required or requested by Department of Human Services or Moira Shire Council.

Conduct audit activities in accordance with audit frameworks and schedules, to inform ongoing continuous improvement program across Maternal Child Health and Immunisation programs.

Gather and analyse client feedback for consideration in the development of ongoing continuous improvement program across Maternal Child Health and Immunisation programs.

Implement and monitor Business Continuity Plans.

Monitor succession planning within the MCH and Immunisation teams.

Coordinate and oversee student placement.

Respond to sector development initiatives, including programs development and reform.

Lead the MCH and Immunisation team with particular emphasis on positive, just culture, building the capacity and capability of team members, effective and innovative systems and consistency of practice aligned to the future direction of the organisation and the services.

Work within Council’s Clinical Governance Committee to improve service provision and monitor risk to Council by bringing together business, and health systems and processes.
Immunisation

Oversee the immunisation schedule for infants, primary and secondary schools and the wider community as required.

Coordination of extra immunisation sessions for public as recommended and funded by the Department of Health.

Administering vaccines to children and adults as per the Australian Immunisation Handbook (Current Edition) and the approval of the Department of Human Services.
Unit Management and Development

Liaise with, monitor and lead the MCH and Immunisation teams.

Implementation of flexible work practices and arrangements within the framework of the enterprise agreement, including performance management and improvement – staff development, performance reviews

Implementation of Best Value Principles and continuous improvement in all operations

Implementing all relevant Council policies and procedures.

Participate in on-going education and training to ensure that service provision reflects current standards and practices.

Facilitate the professional development of staff in the unit.

Participate in the selection of Maternal & Child Health staff and orientate new staff to centres.

Monitor budget.

Co-ordinate and facilitate MCH and Immunisation Team Meetings.

Develop a whole team approach, give support, share information and discuss issues of concern and further develop service provision aligned with the Council Plan.

Communicate the collective and diverse views of the team to the Manager Community Wellbeing and implement agreed solutions.

Coordinate MCH and Immunisation service provision in conjunction with Administration Teams and MCH and Immunisation staff and statutory requirements.

Provide advice to the Manager Community Wellbeing on Maternal and Child health and Immunisation issues to ensure Council remains informed and achieves desired outcomes for the programs.

Pursue funding opportunities to meet needs within the community and assist the resolution of service gaps

Regularly review programs ensuring alignment with State Government and Council Plans, funding requirements and community expectations.

Initiate plans for research, policy, procedure and service development.
Although an employee may be appointed to a particular position, Council may ask for duties to be carried out in other areas that are within their range of skills, competence and training.

Skills and Experiences:
Key Selection Criteria
Essential qualifications and experience

Division 1 Nursing Registration with the Australian Health Professional Regulation Agency including 20 hours continuous professional development

Midwifery Registration with the Australian Health Professional Regulation Agency including 20 hours continuous professional development

Victorian Maternal & Child Health tertiary qualifications

Nurse Immuniser qualifications

Immunisations Emergency, Management & Resuscitation (IEMR)

Familiarity with the legal practices, standards and reporting requirements of MCH services

Experience with leading staff including performance management and assessment processes
Desirable qualifications and experience

Previous experience in Enhanced Maternal and Child Health and Lactation Support
  • Knowledge and understanding of MCH in a Local Government operating environment including the delivery of services
Licenses and mandatory requirements

Driver’s license

National Police Check
