About the role
Booroongen Djugun Limited (BDL) is an Aboriginal Community-Controlled Organisation. BDL was founded in consultation with traditional Elders and designed to reflect the emotional, spiritual and physical needs connected with the traditions and customs of Aboriginal people. BDL continues to operate in alignment with these core foundations to this day, providing cultural safe services and employment for all Aboriginal & Torres Strait Islander Residents, Staff, Clients and Community.
All BDL Staff are to have sound knowledge and understanding of applying culturally safe practices during their employment at BDL, or the capability to seek assistance and guidance on how to apply culturally safe practices.
About the Role
You will partner and support the Leadership Team in providing HR advice and support across the organisation to contribute to operational excellence, efficiency and growth. As part of the Leadership Team, you will liaise with the Chief Executive Officer (CEO), Executive Managers, and other BDL Staff to ensure the delivery of Quality & Compliance, Human Resources (HR) and Work Health & Safety (WHS) processes and procedures are maintained in alignment with BDL’s values, cultural safety, service excellence and continuous improvement.
Key Responsibilities and Duties
HR Advice and Support
· Provide advice to the CEO and Leadership Team on key strategies, trends and risks for leading best human resources practices.
· Contribute to achieving BDLs vision and core purpose, in alignment with BDLs values.
· Work with the CEO and Leadership Team, supporting delivery and outcomes of the Strategic and Operational Plan.
· Motivate, lead and provide guidance and supervision to the HR Team.
· Oversee, lead and deliver HR functions and activities, including Quality & Compliance, WHS and Recruitment.
HR Programs and Projects
· Implement the People and Learning programs that support the organisation’s strategy and business directions.
· Coordinate the implementation of a HRIS (full name) to improve efficiency of HR processes, and ensure all staff receive training and support to achieve usage.
· Work collaborative with the Leadership Team in BDL workforce planning (including training and development planning) and analysing HR needs and gaps.
· Administer safety and wellbeing initiatives across the organisation.
· Oversee and provide support to the HR Team with onboarding and induction for new staff
· Monitoring of Corporate Training Program expenditure against budget.
· Identify improvements to HR business processes, quality and effectiveness, and opportunities.
Employee / Industrial Relations
· Follow legal processes for HR Management, industrial relations, and WHS compliance, including common law liability.
· Provide professional Industrial Relations and Employment Relations advice and interpretation of relevant Awards and Enterprise Agreements.
· Proved culturally safe support or refer staff to the Aboriginal Leaders, mentors and people within BDL.
· Support the facilitation of organisational change and development in alignment with organisational objectives, ensuring compliance with legislation and our Enterprise Agreement.
· Manage complex staffing matters, including liaison with unions and delegates on IR and ER issues.
· Manage staff grievances in accordance with established policy and procedures.
· Appropriately consult with staff representatives in the development and review of BDL HR Policies and Procedures via Employee Consultative Committee (ECC) or other mechanisms.
HR Management
· Ensure that key responsibilities are carried out in an efficient and conscientious manner within set timeframes, deadlines and budget constraints.
· Work collaboratively across the organisation, sharing knowledge and experiences.
· Establish and monitor and review, Position Descriptions and Key Performance Indicators, in line with BDL’s performance management process.
· Provide coaching and mentoring as appropriate to ensure job satisfaction, employee engagement and the effective management of resources.
· Manage staff grievances in accordance with established policy and procedures.
· Monitor individual work plans to achieve optimum productivity.
· Have clear understanding of Age Care Serious Reportable Incidents (IRS) and NDIS Reportable Incidents (RIs) and obligations to report.
· Report and take appropriate action for your level and authority on all complaints following the feedback and complaints management and resolution system ensuring mandatory reporting requirements are met.

Selection Criteria
1. Aboriginal & Torres Strait Islander candidates are strongly desired, and/or experience and understanding of working and collaborating with Aboriginal & Torres Strait Islander people and community.
2. Tertiary qualifications in HR Management, Business or a related and relevant discipline.
3. Experience in a broad range of HR functions, at both an operational and strategic level.
4. Proven experience in the provision of internal advice to senior management and other stakeholders.
5. Experience in leading and managing projects and change within a complex organisational environment.
6. Demonstrated understanding of relevant legislation, enterprise agreements/ awards and developments in Human Resources.
7. Strong leadership and interpersonal skills and an engaging manner with the ability to motivate and influence others.
8. Highly collaborative, with experience in partnering and working with and through others, coupled with aligned values to the organisation.
9. Proven project and organisational skills, with an ability to manage time and prioritise competing deadlines and multiple tasks and projects in a demanding environment, while demonstrating strict attention to detail.
10. Demonstrated ability to be flexible, adaptable and resilient, particularly when faced with challenges, uncertainty, complexity or change.
11. A NDIS Screener and Working with Children Check.
12. A valid driver’s license.
WHS, Business Improvement and Compliance
· Ensure BDL adheres to the guidelines, codes of practice and compliance obligations in alignment of the Age Care, NDIS and ASQA standards.
· Oversee and work with BDL’s Quality & Compliance Officer in identifying areas for continuous improvement, contributing towards ensuring accreditation and audit compliance is maintained and upheld.
· Support the CEO and Leadership Team to review BDL Policies and Procedures as required.
· Lead and oversee WHS initiatives across BDL, including audits and inspections to meet all legislative and BDL requirements.
· Oversee rehabilitation and return to work processes, with the aim of reducing and risk factors.
