Job Purpose
The Network Planning Coordinator is responsible for supporting the development, analysis, and implementation of rail network plans to enhance efficiency, capacity, and service reliability. This role involves coordinating with internal teams, rail operators, government agencies, and infrastructure managers to ensure seamless service integration, timetable alignment, and long-term network optimization.
Key Responsibilities
Maintain close working relationships with internal stakeholders, in particular the Project and Maintenance
teams for possession management, Network Control for impacted train operations, and Third Party for
track access management.
In negotiation with Rail Infrastructure Managers (RIM) and Rollingstock Operators (RSO), develop and
maintain the Standard Working Timetable (SWTT) ensuring compliance with specific Train Operating
Conditions (TOC) and infrastructure capabilities.
Establish and manage RSO performance meetings at an agreed and satisfactory frequency. The meetings
shall cover the agenda items set out in the Deed Scope of Works. All meetings are to be documented in
the form of minutes and distributed to attendees.
Responsible for the performance KPI as outlined in the Deed for Ad-Hoc Train Paths.
Responsible for the performance KPI outlined in the Deed for the management of Track Possessions and
Planning.
In collaboration with Rail Infrastructure Managers (RIM) adjust the SWTT timetable services in response to
disruptions, maintenance work, or demand fluctuations across the NSW Rail Network.
Participate in industry consultations and working groups on network planning and development and foster
positive working relationships with Rail Infrastructure Managers (RIM).
Support MPM renewal and enhancement projects, infrastructure upgrades, and timetable-related
feasibility discussions.
Participate in the DTPOS / TRIMS working group and manage the day to day system and administration
requirements.
Review and provide feedback to Third Party Works, Property and other business unit applications for work
on the network.
Collaborate with Rail Infrastructure Managers (RIM), Infrastructure teams and Planning and Assurance to
develop annual possession calendar.
Develop and maintain a 12month rolling possession plan in conjunction with the annual works plan,
ensuring possessions are planned to minimise disruption to the Network and are in line with UGLRL track
possession manual.
Maintain close working relationships with the Planning and Assurance Team and support post-possession
reviews to evaluate the effectiveness of scheduling and execution.
Oversee the short-term Train Planning function of the business and assist in training and development of
the short-term planners.
Monitor train running performance and recommend timetable adjustments to improve reliability.
Prepare reports and recommendations based on network performance data.
Provide timely communication and documentation of network changes and impacts ensuring all relevant
parties are informed within the contractual timeframes.
Ensure network plans align with regulatory requirements and industry standards
Qualifications
Qualified in Safeworking Rules and Procedures or ability to attain
Current Driving License
Experience in the management of rail operations, including train control and or train planning
Minimum of 5 years previous rail industry experience
Detailed understanding of DTPOS and TRIMS Software
Highly developed communication, negotiation and interpersonal skills
