A bit about the role As the Manager People and Culture you will be responsible for fostering a constructive organisational culture, a place where all Casey employees feel connected to purpose and want to strive to deliver their best. As the leader of the People service, this role will be accountable for the delivery of key services including HR, Employee Relations, Learning, Organisational Development, Talent and Payroll. Acting as a trusted advisor to the CEO and Executive Leadership Team (ELT), you will play a crucial role in shaping workforce excellence and driving transformational change. What you’ll deliver • Strategic Leadership: Drive a high-performing and future-ready organisation, and implement workforce strategies that support innovation, accountability, and continuous improvement. • Workforce Planning & Capability: Oversee strategic workforce planning, talent management, and leadership development to attract, retain, and develop employees aligned with the City of Casey’s values. • Organisational Culture & Engagement: Shape a positive, people-centred culture through shared leadership, employee engagement initiatives, and programs that promote well-being, diversity, and inclusion. • Policy & Compliance Excellence: Develop and implement contemporary HR policies, frameworks, and strategies while ensuring compliance with workforce data reporting, industrial relations, and Fair Work regulations. • Operational Effectiveness: Lead the delivery of high-quality payroll, HR systems, and employee services to ensure efficiency, accuracy, and a seamless employee experience. • Data-Driven Decision Making: Provide insights and reports on workforce performance, culture, and leadership effectiveness to inform executive decision-making and drive organisational growth. What you’ll bring • Senior HR Leadership Experience: Extensive experience as a senior HR leader in a complex, medium-to-large organisation (1,000 employees +), with expertise in health and safety, organisational design, and strategic leadership across a diverse indoor and outdoor workforce. • Transformational Change Leadership: Demonstrated ability to lead enterprise-wide transformational change, within People and Culture services, and to support leaders in driving change within their teams. • Industrial Relations & Negotiation Skills: Experience working in a highly unionised environment, with strong negotiation, stakeholder engagement, and influencing skills to drive positive outcomes. • Strategic Insight & Industry Awareness: Strong professional network and a deep understanding of contemporary people practices, with the ability to identify emerging trends and their organisational impact. • Financial & Resource Management: Proven ability to manage budgets effectively, including forecasting, resource planning, and ensuring financial sustainability in HR operations. • Qualifications & Industry Knowledge: Tertiary qualification in a relevant HR-related discipline, with equivalent senior experience. A sound understanding of the economic, political, and social factors influencing the local government sector is desirable. • Willingness to undergo pre-employment background checks including National Criminal History Check, Working with Children Check, Eligibility to Work check, and Psychometric Assessment What’s next?
