The Department of Justice and Community Safety is seeking five (5) Senior Licensing Officers to provide a critical role within the Tobacco Regulation Project.

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, the Tobacco Regulation Project (TRP) has been established to deliver the Government's commitment to implement a tobacco regulation and business licensing scheme.

Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria will implement a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in 2026.

About the Role

Initially reporting to the Senior Licensing Supervisor, the Senior Licensing Officer will support the delivery of licensing functions, including:

  • timely processing of licence applications in accordance with designated criteria
  • maintaining consistent and high-quality service delivery
  • contributing to a positive team culture, including a culture of continuous improvement through active participation in team meetings

The role operates within a complex and dynamic environment that requires a capacity to quickly adapt to changes in organisational priorities as deemed necessary.

Core to being successful in this role will be your ability to understand new subject matter quickly, demonstrate appropriate initiative, analytical and problem-solving skills and proven effective written and verbal communication skills with an acute attention to detail. As the Senior Licensing Officer some of your duties will include:

  • Assess, process, escalate (where appropriate) and communication of tobacco business licence application outcomes, ensuring compliance with legislation and policies.
  • Contribute to ongoing monitoring of higher-risk industry participants and escalate as necessary.
  • Assess, investigate and respond to routine enquiries and requests for information from internal and external stakeholders.
  • Adherence to operational policies and processes to improve service delivery.

To be successful in this role, you will have:

  • Demonstrated ability to process applications based on a set of pre-determined criteria, within strict timeframes and according to relevant legislation.
  • Experience in high-volume, fast-paced operational environments, ensuring performance targets are met and high standards are maintained.
  • Demonstrated experience in government-based, client centric role
