Description:

The Manager provides leadership and direction to the Investment and Partnerships team to deliver and drive better outcomes and value for money in procurement activities to keep children, young people, and their families safe and connected to their culture and community. This includes procurement, contracting and monitoring of areas such as Women’s Safety and Violence Prevention, Child Safety, Families, Seniors and Carers.

The Manager's Key Responsibilities Are

  • Provide leadership and management to contract management teams within a human services procurement environment, including corporate governance, financial and human resource management and cultural capability whilst maintaining a culture of innovation and continuous improvement.
  • Facilitate team participation in procurement planning of the department's service investment, including market assessment, risk planning and co-design.
  • Lead regional procurement processes including evaluation and selection of suppliers in partnership with various business areas.
  • Manage the performance of a diverse range of suppliers to ensure effective utilisation and value for money of the investment by:
  • Ensuring all contracts are effectively managed and reviewed to achieve better outcomes for service investment;
  • Implementing systems and strategies to ensure that performance is monitored and potential underperformance is managed;
  • Implementing risk management practices to ensure suppliers meet obligations and remedial action is taken to resolve contractual non-compliance issues;
  • Ensuring systems and strategies are effective for ongoing monitoring and inspections of individual care services covered by a licence; and actively contribute to the development and maintenance of the licensing process.
  • Ensuring communication strategies and productive relationships are built and maintained with suppliers through structured contract management processes and systems; and
  • Ensuring effective record and data management.
  • Provide authoritative, strategic and operational advice on service investment and contract management matters to senior management.
  • Establish and maintain key internal and external relationships from diverse cultural backgrounds to maximise procurement opportunities.
  • Professionally represent the unit at forums with regional leadership teams and external stakeholders.
