The Bureau's observing network assets portfolio is distributed across 12,500 sites covering all states and territories of Australia and other jurisdictions. Observing network assets include, but are not limited to, Radars, Automatic Weather Stations, Tsunami Boys, Rain Gauges and other measuring apparatus. The Solutions Lead will assist with the establishment and development of the Bureau's new asset management capability to ensure the efficient and effective lifecycle management of the Bureau's observing network asset portfolio.The Solutions Lead will be the primary custodian of the Bureau's Enterprise Asset Management System (EAMS) and related processes, data integrity and continuous improvement initiatives. To assist with these responsibilities a team of technical and project experts will report to this position making management and leadership proficiency a key aspect of this role.
A key measure of success will be the organisational adoption of an asset management culture involving the uptake and utilisation of the Enterprise Asset Management system, adherence to relevant policies and plans and the establishment of an environment that fosters collaboration and communication. The Solutions Lead will take a pivotal role in this culture shift through the provision of guidance and training support to the wider organisation, the promotion of the asset management framework and strong collaboration with SMEs and asset owners.
The position is responsible for driving uptake and continuous improvement of EAMS to ensure that it represents the single source of truth for all Bureau Asset Management data and continues to be fit for purpose for organisational requirements. This will include the streamlining of business processes, involving relevant stakeholders, the management of enhancement projects, representation on technical forums and the day to day engagement / management of contractors, vendors, internal (group) resources and other project stakeholders.
Using their asset management experience and commercial acumen, the Solutions Lead will be called upon to assist in the annual strategic planning cycle. This will involve report design and generation, data and insight analysis for asset maintenance programs and budgets, supporting asset related risks and mitigation strategies and the review and updating of asset management plans.
Whilst the initial focus of this position will be the Bureau's observing network assets portfolio, the role may be expanded in future to include a diverse and significant asset base, including property and facilities, ICT, software and intangible assets such as IP and models.

The responsibilities of the role include but are not limited to:
Stakeholder Communication and Support
• Establish EAMS support processes, manage requests and the technical team to ensure system users receive appropriate support in a timely manner.
• Develop and roll out Asset Management systems training in collaboration with the Bureau's Training Centre. This may be a combination of online and face to face delivery.
• Provide ongoing guidance to individual users and user groups to embed EAMS into daily operational activities and promote the adoption of an Asset Management culture.
• Establish and lead the Community of Practice for EAMS and encourage collaboration across various parts of the Bureau to achieve a maturity uplift in maintenance / asset management. Coordination of end to end processes including the integration and / or maintenance of other related systems.
• Provision of expert advice and recommended actions to the National Asset Manager.
• Ensure development and currency of system documentation and user manuals.
• Liaise with stakeholders to assist in the interpretation of Asset Management outcomes.
Maintenance and Data Integrity
• Lead the development and implementation of data standards by monitoring that the quality of captured data and data management practices are in line with agreed standards.
• Ensure data consistency and integrity in EAMS by establishing systems and processes that detect any potential data issues early.
• Ensure currency and accuracy of configuration of asset management related data in EAMS.
• Confirm asset equipment specification, location, status and identification information. This may be through regular audits including field validation.
• Facilitate the consolidation and optimisation of Job Plans. Determine and communicate any budget impacts of new or changed Job Plans.
Continuous improvement
• Identify areas for improvement for usability and system performance, translate business needs into technical requirements and advocate for inclusion in the continuous improvement pipeline.
• In conjunction with the PMO:
o Program, schedule and commence improvement initiatives.
o Provide oversight and an escalation point for in flight initiatives to ensure both project success and tolerance compliance.
o Ensure project governance commitments and reporting obligations are met.
• Participation in tender processes, vendor evaluation and operational management of contractors, vendors and other project stakeholders
Leadership
• Guide the EAMS technical team on a day to day basis.
• Lead and motivate the team, providing mentoring as appropriate to mature team capabilities, ensure team objectives are achieved and further the careers of incumbents.
