Description:

This position is an excellent opportunity for an experienced HR professional to provide leadership, advice, and support for HR-related activities across the Council. The role involves working closely with the Manager People & Culture and leading a team of HR and payroll professionals to ensure the successful implementation of people strategies and programs.
Key Responsibilities: People & Culture Strategy Implementation and Leadership
Support the implementation and evaluation of the Attraction and Retention Strategy, Workforce Plan, Gender Equality Action Plan, Organisational Development Strategy, and Learning & Development programs.Project manage HR activities and ensure alignment with Council objectives.Provide coaching and advice to influence effective workforce planning and organisational change.Monitor employee climate to identify trends and collaborate with the Manager People & Culture to address any issues.Assist with budget submissions, service plans, and expenditure management.
People & Culture Service Delivery and Team Leadership
Lead the People & Culture team in delivering HR functions such as recruitment, industrial relations, performance management, training, EEO, and payroll services.Take ownership of the team’s performance and ensure alignment with Council’s values, fostering a culture of excellence.Guide and support business units with HR matters, including recruitment, workforce planning, culture, and employee development.Build strong relationships across the organization to influence management on best practices in people management and employee relations.Oversee workplace investigations and manage complex staffing matters, including liaising with unions and resolving workplace disputes.
People & Culture Systems and Processes
Develop, review, and implement People & Culture policies, procedures, and best practices.Identify and implement efficiencies within the People & Culture function to improve processes and systems.Lead the Payroll function to ensure accurate and timely payroll processing, secure payroll records, and compliance with relevant legislation.Ensure the integrity of People & Culture data, conduct regular audits, and provide reports and metrics to the People & Culture Manager.Monitor and develop communications related to People & Safety, ensuring staff are informed and engaged.
Key Skills & Qualifications:
Proven experience in HR leadership, including recruitment, performance management, employee relations, and payroll.Strong knowledge of HR policies, practices, and relevant legislation.Ability to lead and mentor a team, driving results and fostering a positive, service-oriented culture.Excellent communication and interpersonal skills, with the ability to influence and build strong relationships across all levels of the organisation.Experience in managing complex HR and industrial relations matters.Strong analytical and reporting skills, with the ability to provide actionable insights.
