About Us:

The West Daly Regional Council covers 14,000 square kilometres and is located about 300 to 420 kilometres south-west of Darwin. The area is mainly rural, with three Indigenous communities at Peppimenarti, Nganmarriyanga and Wadeye which are managed by West Daly Regional Council (Council).

Position Summary:

The Director of Service Delivery plays a critical leadership role, overseeing the Council's core services, including Community Safety Patrol, Civil Services, Waste & Recycling, and Homelands. This position ensures that services are delivered effectively and efficiently across regional communities, in line with the Council's strategic goals and regional plans. The Director will collaborate closely with the Senior Leadership Team (SLT) and other stakeholders to foster continuous improvement, manage budgets and risks, and uphold compliance with all relevant legislation. By driving innovation and ensuring high-quality service delivery, the Director will contribute to the overall success of Council operations.

Key Duties and Responsibilities:

1. Service Delivery Leadership

  • Provide high-level leadership across multiple service areas, including Community Safety Patrol, Civil Services, Waste & Recycling, Homelands, and other Council services.
  • Ensure effective and efficient service delivery, addressing challenges promptly, and providing strategic guidance to service managers.
  • Manage and monitor the implementation of strategic and regional plans, ensuring services meet community needs and align with Council objectives.

2. Strategic Planning and performance

  • Work closely with the Senior Leadership Team (SLT) to drive the strategic direction of service delivery, ensuring that services align with the Council's strategic objectives and regional plans.
  • Monitor and evaluate service performance, making recommendations for continuous improvement and operational efficiency.

3. Financial Management and Reporting

  • Oversee the financial performance of service areas, ensuring services are delivered within approved budgets and financial policies.
  • Collaborate with the Finance Department to manage costs, improve efficiency, and identify funding opportunities for service improvements.
  • Ensure regular financial and operational reporting to the CEO and SLT, highlighting areas of success and opportunities for improvement.

4. Governance and Compliance

  • Ensure compliance with all relevant legislation, including Local Government and WHS regulations, ensuring that all services adhere to required governance practices.
  • Provide strategic advice on local government governance, policy adherence, and risk management.
  • Regularly review and update service policies and procedures to reflect changes in legislation and best practices.

5. Staff Management and Development

  • Provide leadership and guidance to Community Service Managers and other service staff, ensuring they are supported in their roles and aligned with Council objectives.
  • Work closely with the People, Culture and Safety Manager to address performance management, workplace behaviours, and professional development needs.
  • Promote a positive workplace culture, fostering collaboration and high performance across teams.

6. Stakeholder Engagement and Collaboration

  • Build and maintain strong relationships with key internal and external stakeholders, including local authorities, government agencies, and community organisations.
  • Act as a representative of the Council in negotiations, fostering collaborative efforts to achieve positive community outcomes.
  • Ensure elected members and local authorities are engaged in service planning and delivery, fostering partnerships to enhance community services.

7. Continuous Improvement

  • Actively seek and recommend opportunities for improving service delivery, systems, and processes.
  • Drive continuous improvement initiatives to enhance operational efficiency and service quality.
  • Encourage innovation and best practices across service areas to ensure the Council remains adaptable and responsive to community needs.

8. Other Duties as Required

  • The role may be required to perform other duties as necessary to support the operational needs of the Council. This may include tasks outside of the specific areas mentioned, depending on emerging priorities.

About You

The successful applicant will possess:

  • A bachelor's degree in business or relevant field (or similar extensive relevant experience in a senior management position) or substantial experience.
  • Post Graduate Qualifications in Business (Desirable).
  • Demonstrated commercial and financial acumen, and business skills in the management of budgets, business plans and analysing risk.
  • Demonstrated capacity to lead and inspire a diverse workforce to improve organisational efficiency, competent strategic planning and business development.
  • Demonstrated knowledge of applicable legislation, standards and compliance.
  • Ability to provide effective leadership and management at a senior level.
  • High-level analytical, conceptual, change management and skills.
  • Demonstrated ability to foster a creative and dynamic environment that facilitates innovative problem solving and drives efficiencies, and a high-performance culture in service delivery.
  • Ability to work in remote community for extended periods and to have a regular presence in community.
  • Highly developed written and oral communication skills.
  • Ability to lead employees within a multi-disciplinary team.
  • Well-developed interpersonal, negotiation and conflict resolution skills.
  • Current Northern Territory Driver's Licence.
  • National Criminal History Check clearance.
  • Current Working with children/Ochre Card.
