Who we areThe Australian Antarctic Division (AAD) is part of the Commonwealth Department of Climate Change, Energy, the Environment and Water. As primary agency for Australia's Antarctic Program (AAP), the AAD is responsible for achieving the Australian Government's Antarctic goals.
These goals are to:
- maintain the Antarctic Treaty System and enhance Australia's influence within it
- protect the Antarctic environment -understand the role of Antarctica in the global climate system
- undertake scientific work of practical, economic and national significance.
The AAD also has responsibility for administering the Australian Antarctic Territory and the Territory of Heard Island and McDonald Islands.
The Operations and Logistics Branch oversees our operations in Antarctica - supporting people in our year-round research stations and remote field bases. The branch oversees air and sea transport (and the contracts to manage Australia's icebreaker, the RSV Nuyina and Aviation capabilities) to transport expeditioners south and enable them to travel around Antarctica. We have staff with diverse skills, located primarily in Tasmania, in Antarctica and on Macquarie Island.
The Supply Chain Operations Section is a key element of the branch's three logistics arms (the others being aviation and shipping) and carries responsibility for the effective planning, coordination, management and delivery of a range of cargo and supply chain services within the Antarctic, sub-Antarctic and the Southern Ocean.
The Cargo Operations Team Lead will operate primarily from the Cargo Biosecurity Centre (CBC) at the Hobart waterfront. This operational role is pivotal to the Antarctic Supply Chain ensuring cargo throughput while adhering to high biosecurity standards and import/ export legislation.
The key duties of the position include
- Team Leadership - Lead the Logistics Officer team and Dangerous Goods function based at the Cargo & Biosecurity Centre at Macquarie Wharf, Hobart. Drive a positive workplace performance culture by providing effective personnel management including the daily direction of tasks and duties, driving the annual goal setting and performance management process, performing team administration activities, managing workforce planning & out-of-hours operations and elevating professional development.
- Cargo Processing - Ensure all southbound/export cargo is packed safely and reported accurately in a timely manner for all voyages and flights (including accurate manifesting, Dangerous Goods multi-modals etc). Facilitate the initial processing of northbound/import cargo in line with relevant permits and processes (including import permits, customs declarations, biosecurity clearances and waste processing). Coordinate with logistics partners and the Kingston Warehouse team to ensure the effective control and flow of cargo between sites.
- Stakeholder Engagement - Engage proactively with internal and external stakeholders to facilitate safe and efficient cargo operations. Work directly with the AAD's Maritime Operations and voyage management teams to execute a wide range of port call activities. Maintain positive and productive working relationships on behalf of the section with suppliers, industry partners, key consignor groups and regulatory bodies.
- Provision of Technical Advice - Provide clear, specific guidance to cargo consignors on import/export and customs considerations, sensitive cargo (i.e. samples, medical or cold chain items), biosecurity requirements and other technical supply chain advice.
- Compliance - Maintain strong compliance with customs and biosecurity regulations and ensure processes & procedures maintain the AAD's Approved Arrangement Accreditation and Customs Depot Licence. Work with the Senior Import / Export Officer and Import / Export Team to ensure all reporting and manifest requirements are accurate and meet required timeframes. Lead the Senior Dangerous Goods Officer to ensure the effective delivery of the Dangerous Goods function and compliance with relevant IMDG/ IATA regulations.
- Biosecurity - Ensure physical and process controls to enhance biosecurity are maintained at the Cargo & Biosecurity Centre, and work closely with Biosecurity Officers, Tasmania Parks and Wildlife Service, together with the AAD's Environmental Management Unit to champion the importance of protecting the Antarctic and Sub-Antarctic's biosecurity.
- Sensitive Cargo Management - Support the end-to-end management of the temperature sensitive supply chain. Maintain and deliver process controls to ensure the integrity of temperature sensitive cargo including the maintenance of the integrated fridge/freezers, refrigerated containers, insulated flight boxes and powered cold boxes. Actively manage north and southbound samples and scientific equipment ensuring strict compliance with customs, biosecurity & fumigation processes and procedures.
- Site Management - Coordinate the maintenance of the Cargo & Biosecurity Centre and wharf facilities under Supply Chain Operations control, as well as cargo assets, operational equipment and consumables required for safe and efficient operations.
- Safety - Actively contribute to the safe working environment at the AAD and foster a strong safety culture within the team. Provide oversight of a safe working environment at the Cargo & Biosecurity Centre and associated wharf operating areas.
