About the Division

The School Provision and Establishment Division leads strategic oversight of programs and services that have a strong interface between the Schools and Regional Services Group and the Victorian School Building Authority (VSBA). The division's key functions include planning to meet Victoria's growing student population, end-to-end support for establishing new schools, and developing equitable enrolment policies.

About the Role

The Manager, Provision Planning role provides an exciting opportunity for a motivated individual to lead the Provision Planning team within the School Provision and Establishment Division (SPED).

The incumbent will be responsible for a dynamic, responsive and cross-functional team, who provide high quality advice, project management and stakeholder engagement to enable the achievement of strategic objectives.

The Manager, Provision Planning will be responsible for leading the Provision Planning team within SPED. This team provides advice in relation to a range of Ministerial priorities with a focus on responding to population growth/change to ensure appropriate education infrastructure is delivered across Victoria. Priorities include reviewing the need for new schools or the need for additional capacity at existing schools. This high-profile team works closely with colleagues across the department, including regional colleagues, the VSBA and other parts of government.

Core responsibilities of the role include:

  • Leading a team to provide high quality analysis and advice on provision planning matters to the department's Executive, government, Ministers, and other stakeholders.
  • Preparing policy and technical advice to government to address school provision issues.
  • Engaging and working collaboratively with key stakeholders, such as Schools and Regional Services, the VSBA, Local Government Authorities and other departments, identifying opportunities for collaboration, gaining commitment to projects, removing obstacles, ensuring a framework of activities to meet timelines, and ongoing communication.
  • As manager of a team, overseeing a range of strategic projects, internal briefings, correspondence, submissions, reports and communications on provision planning matters, with a focus on effective utilisation of resources, alignment with department and government policy, service delivery options, and internal quality assurance.
  • Identifying opportunities to evaluate and improve provision planning policy, guidelines and information, and knowledge management and sharing.
  • Translating organisation goals into meaningful plans and actions and assisting in direction setting across the division.
  • Building the capability of staff through professional development, and nurturing a high performing team to deliver on organisational goals.

Desirable Qualifications and Experience

Qualifications and experience in a relevant field, including public policy and social sciences, would be desirable.
