THE ROLE
The Director, Child Safeguarding Regulation and Cultural Safety, Social Service Regulator (SSR) is a senior executive role tasked with overseeing the regulation of social services in Victoria. This position involves managing specific regulatory frameworks and ensuring compliance across the social services system, which encompasses around 700 registered providers and receives approximately $2 billion in government funding annually.
The role is responsible for modernising and strengthening the SSR to be a contemporary, integrated, risk-based and intelligence led regulator.
The role forms part of the SSR's Executive Leadership Team and is expected to lead across the organisation and support the SSR's strategy and direction. The role directly reports to the Regulator and oversees the SSR's Child Safety Regulation and Cultural Safety teams.
ACCOUNTABILITIES INCLUDE
- Lead the Child Safeguarding Regulation and Cultural Safety Branch that is responsible for compliance, enforcement, audit and investigations of the SSR's specific social services regulatory schemes from a system wide perspective.
- Lead the application of delegated powers from Regulator under multiple legal frameworks, ensuring powers are applied consistent with legislative mandates including ensuring delegated officers are appropriately authorised.
- Oversee the development and implementation of intelligence programs, managing risk and assessing threat.
- Lead the establishment and implementation of a compliance and enforcement policy and guidelines that are transparent to regulated entities and enables timely, appropriate and proportionate decision making to address avoidable harm.
- Oversee and manage complex registration, compliance, investigation and enforcement activities, applying significant work knowledge and established legislation and policy to sensitive situations.
- Support the ongoing establishment of the SSR including leading the modernising and strengthening program required to support the SSR to be an integrated, intelligence led, risk- based regulator
- Lead the development and review of operating policies and procedures to support operational consistency and decision making
- Lead the development of formal and informal working relationships with peer regulators and other key stakeholder bodies relevant to the work of the SSR and to the protection of the rights of people using social services.
- Develop and maintain effective working relationships with internal and external stakeholders including the office of relevant Ministers, Department of Families, Fairness and Housing and coregulators.
