Remuneration : Starting at $113,022 plus superannuation

Designated Position: Due to the nature of the Treaty process and emphasis on self-determination for First Peoples, this role has been designated for Aboriginal and/or Torres Strait Islander people as a special measure under section 12 of the Equal Opportunity Act 2010 (Vic). What are we looking for?

We’re looking for an enthusiastic project facilitator to join our Agreement-Making Department, supporting Treaty Authority Members to work with Treaty parties, Traditional Owners and Victoria’s First Peoples communities to resolve disputes.

This role will contribute to the development and strengthening of the Treaty Authority’s dispute resolution function, supporting culturally grounded pathways to resolve disputes and enact the Treaty Negotiation Framework. Reporting to the Senior Manager – Dispute Resolution, the position involves managing dispute resolution cases, supporting parties through the process, advising Treaty Authority Members and contributing to the design of culturally appropriate resolution methods.

The role also includes community facilitation and capacity strengthening to support meaningful participation in dispute resolution.

What you need to succeed:

  • You have experience designing culturally responsive processes,working with diverse communities, particularly First Peoples, and ideally managing dispute resolution cases,
  • You’re confident in navigating complex matters, providing strategic advice, and collaborating closely with senior leaders.
  • Your understanding of best practice and/or culturally grounded practice in dispute resolution, combined with a commitment to reflection and continuous improvement, ensures high-quality, culturally grounded service delivery.
  • You bring strong communication and relationship-building skills, supporting the development of capacity strengthening initiatives and engaging meaningfully with Traditional Owner groups and key stakeholders.
  • With a collaborative mindset and a commitment to ongoing learning and growth, you align your work with the Treaty Authority’s vision and contribute to a positive, inclusive, culturally strong and high-performing team culture.

About the Treaty Authority

The Treaty Authority is an independent entity with a mandate to facilitate the formation of treaties between the State of Victoria and First Peoples in Victoria.

The Treaty Authority’s work is grounded in Aboriginal culture, lore and law and led collectively by a panel of five First Peoples Members committed to Aboriginal self-determination and empowerment. It engages with a broad cross-section of stakeholders including the State of Victoria, the First Peoples’ Assembly and Traditional Owners in Victoria.

The objectives of the Treaty Authority’s work are to:

  • Facilitate the journey towards reconciliation, mutual respect and tolerance between First Peoples and other people of the State and to
  • Maintain, promote and advance the self-determination and empowerment, culture and human rights of First Peoples.

What you’ll bring:

  • You have strong skills in negotiation, facilitation and/or dispute resolution, with at least three years' experience working with First Peoples communities—ideally in Victoria. Your deep knowledge of Aboriginal community-controlled organisations, Traditional Owner groups, and cultural histories enables you to provide sound, culturally grounded advice that supports self-determination and cultural ways of knowing, being and doing.
  • You’re a confident communicator, able to distil complex issues for diverse audiences and foster respectful, trusted relationships across communities and stakeholders grounded in respect and understanding.
  • You bring a proven track record in designing, implementing, and continuously improving systems and services - particularly within legal or administrative frameworks. Your ability to stay calm under pressure, manage competing priorities, and thrive in fast-paced environments is matched by your passion for contributing to meaningful outcomes through Treaty.
  • Proficiency in Microsoft 365, Teams, and Outlook, or similar, alongside a proactive, collaborative mindset and a drive for business improvement, rounds out your capability.
