Job Description:

Purpose and Accountabilities:

Reports to the Head of Marine, with specific focus to support the Crux Readiness & Start-up Manager in the development of the Walk to Work vessel strategy, specification, build and vessel on time delivery. In addition, provides technical and operational assurance support to Crux Walk to Work fleet of leased/contracted vessels. The role encompasses participating in the safe, efficient and reliable-effective execution of marine activities for Prelude and CRUX.

The role is accountable for:

Walk to Work New Build.

  • Provide direct Technical support to the Perth-based Head of Marine / SME-MS, and Crux W2W Project Lead, focusing on Marine Operations assurance and Australia-specific technical assurance such as NOPSEMA requirements.

  • Provide key safety-case input, and prove technically skilled and credible oversight to NOPSEMA.

  • Provide multi-discipline expertise and oversight, with ability to link the impacts of change in one area on deliverables in another.

  • Provide technical and operational input to change management and control through multi-disciplinary understanding of the impact of additions/subtractions from scope.

  • Facilitate conclusions on any technical matter in which there is disagreement between SMEs outside of Shell Australia.

  • Advise on detailed specifics of vessel design features to ensure maintainability and operability, taking a holistic view across disciplines and activity types.

  • Advise on Australia-specific requirements for W2W vessel operation.

  • Provide technical review on behalf of Shell Australia Marine team on design and operability of vessel DP system; use operational experience to determine practicality and appropriateness of Shell DP SME feedback.

  • Provide technical oversight on behalf of Shell Australia Marine team of third-party studies including DNV Level 3 motion analysis, DP FMEA study, and MAE/SCE assessment.

  • Provide experienced “cold-eyes review” of vessel construction activities and audit of progress reporting, to supplement and contrast with the oversight from the day-to-day Shell site representative.

Walk to Work – Operator Contract

  • Manage and control change of scope on a highly complex contract with multiple interfaces.

  • Lead the Marine evaluation of tender submissions and support the development of recommendations for contract award to the Head of Marine and Supply chain.

  • Lead the interface management between W2W Operation and New Build Contract.

  • Provide critical guidance and input for development of safety case for the W2W vessel.

  • Support structured initial onboarding of the appointed Operator contractor, coordination of deliverables through lead-up to mobilization, and coordination of vessel mobilization from yard, to post-delivery fit-out, to Darwin for Shell onboarding, to Crux.

  • Provide in depth technical support through the design and construction phases covering design philosophy and corporate knowledge and experience and transfer of technical knowledge to Vessel Operating organization.

  • On behalf of the Head of Marine, lead engagement with the Operator to evolve the W2W vessel crewing, sparing and operational strategies .

  • Coordinate with the appointed Operator to ensure alignment with how the Shell SEAM Standards are operationally applied.

  • Manage DNV contract to ensure appropriate scope and cost control; requires experience and knowledge of DNV standards and oversight of operational vessels and W2W specifics.

Crux Platform W2W Interfaces Technical Support

  • Support the Crux project teams for all technical support related to ASV interfaces and gangway connection evaluation and execution.

  • Provide marine technical and operation support to the progression of vessel operations from the DLV 2000 (jacket install) to the Windcat (topsides install) to the ASV, to the new-build W2W, including SIMOPs management.

  • Interfacing directly with Prosafe, advise and support the Crux Field Management Coordinator for connectivity, ASV maintenance issues and uptime challenges.

W2W Vessel Leasing support (DLV 2000 and Windcat)

  • Gangway interface and operations support for DLV 2000, including W2W-specific HAZID engagement.

  • Assurance of newly installed DLV 2000 W2W gangway, both technical and operational.

  • Assurance for Windcat W2W vessel including focal point for vessel performance studies and development of Shell understanding of vessel capabilities including review of potential SIMOPs scenarios between OCV and ASV.

Crux ASV ‘Safe Boreas’ Mobilisation, Operational Oversight & Safety Case

  • Act as contract focal point with ProSafe, running regular contract meetings and coordinating the interface between them and other contractors such as Technip.

  • Provide technical review regarding marine engineering and operations to all ASV modification and mobilization/operation scopes.

  • Lead engagement with ProSafe for the safe ‘dry’ transportation and on time delivery of the Safe Boreas in Singapore including maintaining up to date the Rolling Action Item List (RAIL).

  • Provide specialist support to the Marine Team Assurance Coordinator for the completion of marine assurance activities including DP and gangway scopes in both Singapore and at Crux.

  • Manage contract spend including expert review of invoices, and assessment against contract terms.

  • Lead and oversee on behalf of the Head of Marine safe and on time mobilization from Singapore to the Crux location. Represent the Marine team on the Offshore Coordination Team.

  • Single focal point to coordinate all company and contractor activities on the ASV, to avoid clashes and inefficiencies.

  • Lead day to day technical support while the ASV is on location and operating at Crux to maximize uptime of +/-99%.

  • Focal point for immediate response, coordination and rectification in the event of any DP or gangway failures.

  • Attend onboard the ASV in support of the Perth Maritime Assurance team as required.

  • Provide Shell company representation & specialist W2W technical support for the development, issue, approval and updates for the ASV Safe Boreas safety case.

  • Lead the interface with Prosafe and the Safety Case authors to ensure technical information is accurate and communicated in a timely manner.

Operational Interfaces

Marine Technical Support in the following:

  • Specific support to Crux project acting as Interface for marine walk to work operations and providing associated marine technical support.

  • Relevant interfaces with the following project teams:

  • W2W Vessel New Build

  • W2W Vessel Operator Contract incl safety case

  • Crux ASV ‘Safe Boreas’ Mobilization & Operational Oversight incl safety case

  • DLV 2000 W2W Mobilization & Operational Oversight

  • Windcat OSV W2W Mobilization & Operational Oversight

  • Crux Platform W2W technical interfaces

Skills and Requirements:

MARITIME

  • Understand and Execute Maritime Upstream Operations.

  • Understand and Execute Personnel Transport Operations.

  • Understand and Execute support operations for Non-routine Maritime events.

  • Investigate & Learn from Maritime HSSE incidents.

  • Manage Maritime Emergency Response.

In addition, key non- Technical requirements:

  • Skilled in people management.

  • Internals\External Staff effective management.

  • Communication skills.

  • Passion for relentless Continuous Improvement.

Experience:

  • Qualified Naval Architect or Marine Engineer Class 1 Essential.

  • Extensive experience in Maritime Projects, ideally with vessel construction / conversions and associated shipyard attendance Essential.

  • Current Technical expertise in Essential:

    • Class requirements for DP systems including FMEA development into operations.

    • Walk to Work gangway operability/assurance and technical performance assessment.

  • Experience in the marine projects/logistics associated with ‘walk to work’ vessels is an advantage.

  • Direct exposure to marine contract management and HSSE accountability.

  • Cross Business experience (e.g. Downstream, C&P, HSSE, Projects) or External O&G Logistics experience beneficial.

  • Experience with incident management processes beneficial.

  • Experience with Causal Investigation processes or similar beneficial.
