About the role

The Manager Health & Safety Operations - Field based position sits within Network Operations and is responsible for managing a field-based team of Senior Safety Advisors to support Department of Transport & Planning (DTP) workers and contractors to comply with the relevant safety legislation and DTP’s Health, Safety and Wellbeing Framework, Management System & Strategy. The team provides specialist HSW support & advice and provides a risk-based Safety Assurance (second line of defence) role supporting the accountable leaders across DTP to manage risks related to team members in the field and works programs delivered by contractors.

Position Outcomes / Accountabilities

You will be responsible for (but not limited to) the following duties:

  • Effective People Leadership – Provides effective leadership, people management and support to the team. Staff are engaged with high levels of cohesion and commitment and are delivering on the OHS field-based support services required.

  • Stakeholder Satisfaction –Deliver a business partnership model to manage OHS support, advice & assurance for field-based DTP teams, resulting in high levels of stakeholder satisfaction.

  • Network Safety Objectives and Priorities – Support DTP field-based teams to ensure safety processes and policies adhere to legislative and regulatory obligations through effective monitoring and assurance.

  • Risk Management – Sound knowledge and understanding in applying OHS risk management controls and measures. Educates and communicates requirements about risk management and provides advice on known issues/controls. Prioritises and mitigates known or emerging risks to ensure DTP OHS obligations and requirements are attained.

  • Communication – High quality advice is provided to DTP leadership teams and contractors with respect to safety obligations, contractual safety requirements and DTP’s ’s Health, Safety and Wellbeing Framework, Management System & Strategy.

  • High Quality Analysis and Reporting – Lead the development and delivery of high-quality safety performance & assurance reports/papers on time and to expectations.

  • Analysis – Leads the analysis of field-based incident data reviews and determines OHS incident requirements including ICAM Investigations.

The ideal candidate will demonstrate a strong commitment to health, safety, and wellbeing, applying safety frameworks and risk-based approaches across staff and contractor management. They will be experienced in leading teams with accountability, driving engagement, and recognising performance. With a strategic mindset, they translate direction into clear plans and coach others while engaging stakeholders to inform future planning. The candidate will build strong, mutually beneficial relationships by understanding stakeholder needs and organisational contexts, and provide valuable insights to shape business strategies. They foster collaboration across teams, remove barriers to knowledge sharing, and use strong interpersonal skills to understand underlying concerns, build trust, and achieve positive outcomes.

Qualifications and Experience

Mandatory

  • Qualifications in OHS or engineering or science and/or related experience having worked in a related field

  • Prior experience in Safety risk management and audits/inspections management

Desirable

  • Prior experience managing a Safety team/s

  • Training & experience with ICAM Investigations (or similar methodology)

  • Lead Auditor certification

Role Specific Requirements

  • Some travel within Victoria and required to visit depots and sites with correct PPE and clothing from time to time.
