Primary Responsibility:
The Security & Facilities Manager, as the company’s recognised Security Officer (SO), is responsible for ensuring the business complies with the Australian Government requirements for the protection of classified material in accordance with the Defence Security Principles Framework and our obligations as a Defence Industry Security Program (DISP) member. This requires managing personnel, facility and security system requirements and ensuring we have appropriate governance systems in place to maintain our posture as a trusted Defence supplier.
The Security & Facilities Manager is responsible to develop, plan and execute a security strategy which is consistent with the company’s overarching business strategy, with a specific focus on DISP compliance to ensure the suitability and effectiveness of the businesses Systems.
The Security and Facilities Manager is responsible for the development of the security and facilities personnel including participation in hiring, retention, performance feedback, mentoring, talent management, career and development planning.
As part of this role, you will be required to attend security call outs and respond to out of hours’ facility security issues. You may also be required to travel domestically to other facilities/ office locations.
Key responsibilities will include:
· Implementing, coordinating and overseeing all security measures for the protection of classified material under Ultra control.
· Providing security advice to Ultra management and employees consistent with the Defence Security Protective Framework (DSPF).
· Developing, implementing and reviewing Security Policies, Procedures and Plans, ensuring that they reflect DSPF obligations to ensure the business maintains at least Level 2 DISP Membership.
· Undertaking security risk assessments as needed to ensure appropriate controls are in place to manage security risks in accordance with the DSPF.
· Maintaining the Security Register (SR) detailing all aspects of classified activities undertaken by Ultra.
· Ensuring the ongoing Accreditation of company facilities ranging from Zone 2 to Zone 5 areas.
· Maintain oversight of the bilateral security agreements applicable to specific projects ensuring systems, tools, and practices are consistent with those agreements.
· Assist with the management of communication security (COMSEC) assets, information, and associated activities to ensure ongoing compliance and retention.
· Facilitating personal security clearances and associated actions.
· Developing and implementing an ongoing program of security education and awareness for all employees.
· Providing briefings and debriefings to employees as required and maintaining records of these activities. These briefings include inductions overseas travel, debriefings upon cessation, access to security zones etc.
· Conducting preliminary enquiries into suspected or confirmed security incidents, ensuring that Defence are advised of any such incidents, and these are recorded in the SR.
· Conducting preliminary enquiries into reported contacts with foreign nationals or representatives of foreign countries, and incidents of security interest, ensuring that a report on all inquiries conducted is provided to Defence.
· Preparing and forwarding visits advice for security cleared employees requiring entry to sensitive or controlled areas of Defence or Defence industry establishments, both in Australia and overseas.
· Providing guidance on the Security Classification and Categorisation Guide (SCCG) for each classified project. Ensuring that the SCCG is available to all employees with an appropriate security clearance and a need-to-know.
· Advising Defence as soon as possible of any proposed changes which may impact on Ultra ownership, major shareholders or business or operating name, or changes impacting on Ultra operating address.
· Liaising with Defence, Australian Government stakeholders and other SOs within the Defence security community.
· Providing annual security reports to the Defence Industry Security Office.
· Keeping the Chief Security Officer and Senior Management Team informed of security matters through Monthly Management Review meetings and reports.
Facilities
· Oversee the company’s facility management, ensuring the timely implementation of scheduled and preventative maintenance activities, and ensuring these are conducted in accordance with Work Health Safety standards.
· Ensure the facilities provide a safe and effective working environment; identify issues and improvements, promote and develop sustainability initiatives.
· Provide facility planning inputs to support annual budget preparations and development of the company’s strategic plan.
· Ensure all asset maintenance, contractor or compliance data is captured and that all data and documentation is accessible centrally, accurate and current.

Collaborate with relevant staff to develop programs and levels of service for scheduled operations and maintenance;

· Demonstrated experience in a senior Defence security role, or in a similar or related position.
· Substantial familiarity with the processes related to the security requirements for company’s contracted to the Australian Defence Organisation.
· Knowledge of DSPF.
· Experience working with Australian Department of Defence (DoD) and associated program offices.
Qualifications:
· Post-Secondary qualification in security or an applicable discipline.
