Position Overview
The Work Health and Safety (WHS) Manager for a large-scale construction project at RAAF Darwin is responsible for developing, implementing, and maintaining comprehensive safety and health programs on-site to ensure the well-being of all personnel. Operating in a highly regulated military environment, the WHS Manager oversees compliance with relevant Australian Work Health and Safety (WHS) legislation, Defence-specific standards, USACE EM 385-1-1 and any additional directives from the Royal Australian Air Force (RAAF). This individual plays a critical role in proactive risk management, emergency preparedness, and continuous improvement of safe work practices.
Key Responsibilities
Safety Program Management
- Develop, implement, and maintain site-specific safety and health policies in compliance with Australian WHS legislation and Defence guidelines.
- Coordinate and maintain a Safety Management Plan that outlines procedures, safe work practices, and emergency response protocols.
- Conduct regular site inspections, risk assessments, and internal audits to identify hazards, implement controls, and ensure regulatory compliance.
Regulatory Compliance & Reporting
- Monitor and ensure compliance with local, state, and federal WHS requirements as well as RAAF policies.
- Prepare and submit required safety documentation, incident reports, and compliance records to the relevant authorities in a timely manner.
- Liaise with RAAF Darwin command staff to address safety matters, participate in official inspections, and incorporate any Defence or facility-specific safety instructions.
Incident Investigation & Corrective Action
- Lead investigations into any accidents, incidents, or near misses, determining root causes and contributing factors.
- Develop and implement corrective action plans and follow through to resolution to prevent recurrence.
- Maintain accurate and confidential records of investigations and findings.
Training & Education
- Organise and conduct safety inductions, toolbox talks, and ongoing training for staff, contractors, and visitors on safety and emergency procedures.
- Develop and update training materials that address site-specific hazards, safe operating procedures, and emergency preparedness.
- Promote a positive safety culture through regular communication, awareness programs, and workshops.
Risk Management
- Identify and assess potential hazards, recommending control measures or improvements to reduce risk levels.
- Conduct job safety analyses (JSAs) and ensure personnel follow established risk management processes.
- Collaborate with project managers, engineers, and other stakeholders to integrate safety considerations into planning, design, and operations.
Emergency Preparedness
- Coordinate with relevant RAAF personnel to develop and maintain effective emergency response and evacuation procedures.
- Schedule and facilitate periodic emergency drills, ensuring readiness of response teams and equipment.
- Evaluate drill outcomes and update emergency protocols to improve response effectiveness.
Continuous Improvement
- Evaluate site-wide safety performance using metrics and industry benchmarks.
- Identify trends and improvement opportunities, implementing new measures to enhance overall safety and health.
- Stay updated on emerging WHS technologies, best practices, and relevant legislation to ensure continued compliance and effectiveness.
Qualifications & Requirements
Education & Experience
- Minimum of a Certificate IV in Work Health and Safety (BSB41419).
- Demonstrated experience (5+ years) as a safety officer or equivalent in a military, construction setting; experience on Defence projects is highly regarded.
Certifications
- Current First Aid and CPR certifications are advantageous.
- Additional safety certifications (e.g., NEBOSH, Lead Auditor qualifications) are beneficial.
Technical Knowledge
- In-depth understanding of Australian Work Health and Safety legislation and applicable Defence safety regulations.
- Competent in risk assessment methodologies, incident investigation techniques, and occupational hygiene principles.
- Familiarity with safety management systems and software for data collection and reporting.

- Excellent communication skills, including the ability to prepare reports, deliver presentations, and conduct training.

Additional Requirements
- Ability to obtain and maintain the necessary security clearances required for working on a Defence site.
- Valid Australian driver’s licence.
- Willingness to work flexible hours when needed, including participation in emergency response outside normal working hours.
Job Type: Full-time
Pay: $140,000.00 – $200,000.00 per year
