The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division (IMTD) guides the Departments' digital capability and is leading digital transformation for the Department including Victorian government schools. The division architects manage and support the largest technology network in Victoria, which has a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.

This position sits in the Early Childhood Education Digital Services Branch. A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).
About the Role
The Technology Program Manager, Early Childhood Education Delivery Services is responsible for the successful end-to-end delivery of complex technical programs. Acting as the second-in-charge to the Director, Early Childhood Education Delivery Services, this role ensures that the technical and product element of delivery are effectively coordinated across engineering teams, enterprise stakeholders and service delivery partners. This role is pivotal in ensuring that technical solutions are aligned with enterprise strategy and that enabling infrastructure and services are provisioned in a timely and efficient manner
Key responsibilities
* Provide strategic oversight of end-to-end technical solution delivery, ensuring alignment with architectural standards and enterprise strategy.
* Collaborate closely with engineering teams to guide technical decisions and remove delivery blockers.
* Influence and shape the delivery operating model to drive continuous improvement, scalability and high performance.
* Drive technical issue resolution and manage risk and dependencies that may impact program outcomes.
* Engage with enterprise architecture, cybersecurity, infrastructure and other key stakeholders to ensure delivery readiness and compliance.
* Ensure timely provisioning of infrastructure, environments and other enablers required for successful program execution.
* Represent the Director, Delivery Services as needed, supporting program governance and stakeholder engagement activities.
* Build strong partnerships with senior stakeholders across business, technology, operations and external vendors to ensure program outcomes are achieved.
* Oversee vendor management and performance, ensuring that system integrators and platform providers meet contractual, technical and delivery obligations.
* Monitor program performance metrics, provision regular reporting and escalation of key risks or deviations from plan.
* Lead cross-functional delivery forums, promoting collaboration, transparency and shared accountability.
* Act as a trusted advisor and key contributor to the Delivery Services leadership team, participating in strategic planning, portfolio prioritisation and resource planning.
Desirable Qualifications and Experience
* Extensive experience (10+ years) in technology and program delivery leadership, ideally within complex, enterprise-scale environments.
* Strong understanding of enterprise architecture, engineering practices and product lifecycle management.
* Extensive experience managing third-party vendors, including system integrators and SaaS/PaaS providers, with a deep understanding of contract management, SLA management and commercial accountability.
* Experience working with agile and hybrid delivery models.
* Demonstrated ability to influence and collaborate with technical and non-technical stakeholders.
* Strong risk and issue management capability with a pragmatic approach to problem solving.
* Excellent communication, leadership and stakeholder engagement skills.
* Familiarity with cloud infrastructure provisioning, DevOps and modern delivery toolsets is highly desirable
