The key duties of the position include
Property Operations maintain buildings, infrastructure and assets (Properties) to accommodate the AFP's workforce and law enforcement partners, providing national and international policing capabilities. Properties are administrated within a broad Property Portfolio which consists of domestic and international properties (leased/owned).
Properties must be safe, fit for purpose, and hold the ability to operate outside core hours. Properties must also be multipurpose and provide an ability to maximise operational impact, support policing to the community, assist in maintaining relationships with law enforcement partners and present the AFP as an employer of choice across law enforcement and national/international intelligence communities.
Property Operations provide a wide range of facilities management services through the AFP's WoAG Service Provider for Property Services (PSP). Management of the PSP is second to ensuring properties are safe for AFP members, law enforcement partners and visitors. The PSP provides the following core services; facilities management, leasing administration for international and domestic leasing, financial administration and reporting, building inspection/condition assessments and coordination/resolution of out of hours property related issues.
The Property Operations Team initiate, oversee, monitor and report on the operation of the AFP's Property Portfolio. Through the application of their industry expertise, a key performance indicator for the team is supporting the achievement of the best outcome for the AFP through consultative coordination and supervision of external service providers, including the WoAG PSP, Utilities Providers and Commonwealth and State/Territory Government Departments.
There are anticipated vacancies across the following roles within the Property Operations Team:
- Team Member (Band 4)
- Facilities Officer (Band 5)
- Assistant Facilities Manager (Band 6)
Successful applicants must develop and maintain productive working relationships with stakeholders by drawing upon their professional disciplines, excelling under pressure, demonstrating their ability to make sound decisions and use of sound judgement across a range of issues.
Successful applicants must also have contemporary experience and expertise in supporting contract management, procurement and negotiation. The Property Operations Team works in a fast-paced environment and requires the capability to identify opportunities and prioritise effort. Therefore, you must have a proactive and pragmatic attitude and display organisational skills and self-drive to deliver effective outcomes efficiently.
You will be able to manage risk and work effectively under pressure in a changing environment, to deliver quality advice, client services and outcomes. Supporting and upskilling of members within Property Operations is also expected to be undertaken to build team capacity and morale.
You will be required to contribute to the achievement of outcomes in accordance with the regulatory framework, the AFP Code of Conduct and the AFP Governance Instruments. It is expected that the successful applicant will deliver on the core responsibilities and meet all the requirements of the position as outlined below.
What will you do?
The Band 4 Team Member will:
- Administer the Hazardous Materials Register and process
- Review and confirm the completion of programmed works identified within leases for properties/tenancies
- Review and comment on submitted requests for work ahead of seeking approval
- Develop standard operating practices specific to the role and as required to support operations across Property Operations
- Track, assess, document and report the results of the WoAG PSP's performance against agreed service deliverables
- Provide a solution-based focus to requests and issues raised by stakeholders
- Pursue, develop and nurture internal and external professional networks and collaborative working relationships to ensure the efficient and effective management of the AFP's Property Portfolio
- Maintain accurate records and comply with the reporting and other regulatory requirements of Government
- Contribute to the development, implementation and evaluation of accommodation solutions, principles, standards and policies, to achieve efficient and optimal use of AFP premises and resources
In addition to the above, the Band 5 Facilities Officer will:
- Manage daily work order requests and actions
- Inspect/confirm completed works within the Commands
- Develop and implement office accommodation relocation plans
- Review the completion/results of program preventative maintenance activities delivered by the WoAG PSP
- Review and action recommendations from the Annual Building Condition Audit Process
- Draft and review correspondence, notifications, papers and briefs prior to submission
- Support the contract management of WoAG PSPs and refinement of service delivery
- Evaluate and document the accuracy of the PSP's Reports and building surveys
- Consultative coordination and supervision of external service providers including WoAG PSP
In addition to the above, the Band 6 Assistant Facilities Manager will:
- Support the management of facilities to provide safe working environments for AFP members, law enforcement partners and visitors
- Maintain the continuity of operational of facilities and associated infrastructure
- Apply industry expertise and experience to ensure the appropriate, safe, efficient and economical operation of facilities and associated infrastructure
- Develop and maintain Building Condition Audit Process
- Attendance at State Office, Business Area and Command CCSU Meetings
- Oversee the administration of the Hazardous Materials Register and other associated process
- Provide daily leadership and direction to junior members of the Property Operations Team
- Direct management of external service providers including Utilities Providers and Commonwealth and State/Territory Government Departments
