About the team

The NSW Energy Security Safeguard (Safeguard) supports NSW’s transition to a clean, reliable and affordable energy system. It forms part of the NSW Electricity Strategy, Net Zero Plan and Hydrogen Strategy. The Senior Project Officer will be part of the Safeguard Implementation Team, that primarily works on the delivery and implementation of the Safeguard schemes:

  • The Energy Savings Scheme (ESS) which reduces electricity costs in NSW by providing incentives for energy saving activities.
  • The Peak Demand Reduction Scheme (PDRS) which improves the reliability and resilience of the NSW energy system by providing incentives for activities that reduce peak demand.

About the role

The Safeguard has delivered around 160,000 upgrades to households in the past 5 years and delivered around $300m worth of incentives. The Senior Project Officer will build on this track record and lead projects to develop new activities under the scheme and to make improvements to the scheme rules. The role will lead projects that involve:

  • Existing activities like air-conditioning, hot water systems and residential batteries.
  • Emerging focus areas like process heat, compressed air, commercial batteries and household appliances that can be managed through virtual power plants.
  • Safeguard implementation data analysis to identify trends to inform policy development

Responsibilities

  • Commission and manage research and modelling projects to better understand different technology and services markets.
  • Manage all aspects of Rule development including drafting, public briefing and consultation and finalisation.
  • Develop and manage relationships with key internal stakeholders such as policy, market development and digital teams.
  • Develop and manage relationships with key industry stakeholders such as product manufacturers, accredited certificate providers, installation companies, energy retailers, peak bodies, and regulators.
  • Supervise staff and provide expert guidance on a range of Safeguard related projects.
  • Provide advice to decision makers and the Minister on policy and program development opportunities and emerging issues.
  • Respond to public enquiries and clarifications on technical and market aspects of the scheme.
  • Support scheme reviews and program evaluations.
  • Analyse scheme data to identify risk and opportunities.

About you

Candidates will be considered for a range of roles with different policy and/or program focuses. We are looking for the right combinations of the following experience:

  • Experience in energy efficiency and demand response technologies and services. Experience in measurement and verification is desirable.
  • Strong analytical skills and experience in energy modelling, data management and analysis. Experience with PowerBi is desirable.
  • Experience in technical writing.
  • Experience of working with government certificate schemes.
  • Understanding of the electricity market and challenges to electricity reliability.
  • Demonstrated skills in stakeholder or client relationship management.
  • Tertiary qualification and certifications in a relevant discipline.
