Investment And Commissioning Enables Achievement Of Government Priorities By- identifying and prioritising need, specifying required outcomes and the types of third party delivered service responses most likely to achieve those outcomes
- designing and implementing commissioning approaches, facilitating selection of providers and establishing terms and conditions of funding agreements to achieve expected outcomes
- providing outsourced service delivery funds management and managing contract payments to third party providers to support service delivery
- monitoring and reporting on performance of investments against identified outputs and outcomes
- managing and reporting on the child safety licensing process to ensure care organisations meet and maintain their compliance with licensing requirements
- The Director provides leadership to support the delivery of the department's transformational reform agenda to revitalise front-line outsourced service delivery, develops the strategy for procuring program specific outcomes from non-government organisations (NGO) and other providers of outsourced services, and monitors program performance, outputs and outcomes to assess value for money and ensure accountability in and to Government.
- The Director contributes to the analysis of need for and delivery of human services.
- The Director leads the development of contemporary contracting and investment approaches to meet program outcomes, including leading market assessment, development, and engagement approaches.
- The Director also provides high level management of implementation and delivery of the Child Safety Licensing Framework for Licenced Care Services
- Develop and implement contemporary approaches to investment and contracting within human and social services sector, including promoting best practice in contracting, monitoring and reporting on outcomes and delivery of client benefits for specific service users.
- Manage and coordinate the investment of Child and Family Services to achieve defined program and client level outcomes and benefits.
- Manage in partnership with regional services, the performance of the investment and the contracts for services with NGOs, including supporting the application of consistent approaches to contract management within regional services.
- Contribute to the development of legislative and strategic policy submissions, Cabinet submissions, Cabinet Budget Review Committee submissions, and review and evaluation reports to enable Government to fully consider the issues for and impacts on the NGO sector.
- Contribute to the Child and Family Services reform agenda as it relates to service commissioning and contracting for outcomes.
- Facilitate implementation of the Child Safety Licensing Framework and provide advice and support to NGOs, certification bodies, departmental regional officers and other stakeholders.
- Drive red tape reduction across the department, through new and existing initiatives, and reporting on cost savings achieved.
