About the Department
The department provides a wide range of learning and development support and services.
The department provides policy leadership, plans for the future of education in Victoria and leads key cross-sector collaboration. The department plays an important system steward role by providing support, guidance, oversight and assurance across early childhood and school education systems, as well as directly providing school education and 50 new early learning centres.
About the Division
The Information Management and Technology Division (IMTD) guides the Departments' digital capability and is leading digital transformation for the Department including Victorian government schools. The division architects manage and support the largest technology network in Victoria, which has a user base of approximately 750,000 staff and students.
IMTD provides innovation and leadership in the transformation and management of the Department's digital capability through the implementation of solutions on the department's cloud environment (IaaS), enterprise cloud platforms (PaaS) and software (SaaS), using agile practices with a focus on user experience, security, and integration.

This role sits with the Early Childhood Education Digital Services portfolio and operates with multiple concurrent program streams and technology products, adhering to defined structured governance processes. A minimum requirement of 3 days a week in the DE office is required, plus a valid Working with Children Check (E).
About the Role
The main objective of this role is to effectively plan and manage the day-to-day delivery of the new Kindergarten Attendance Solution throughout the entire software development lifecycle.
The Delivery Manager will ensure that delivery teams, both internal and external, adhere to software development lifecycle best practices, agile methodologies, and approved governance processes. This includes ensuring ongoing stakeholder engagement throughout the delivery phases, conducting showcases, ensuring teams meet their definition of done, completing documentation before promoting to upper environments, and adhering to deployment notes and operational handover processes. They will maintain accountability of core stakeholders and delivery partners at each step of the delivery process, ensuring they deliver according to the agreed plan.
Additionally, the Delivery Manager will be responsible for enhancing delivery processes and procedures and generating necessary reporting and data for stakeholders across the portfolio. This includes reporting on delivery, vendor management, release management, solution design, and overall project coordination.
They will need to work closely with Executives, technical and business Subject Matter Experts to plan and communicate across all streams, including dependencies and impacts. They will be expected to use their experience in blending traditional project principles and practises with a tailored Agile development approach to fit large, complex, business-critical projects with the appropriate level of planning and provide the right balance of agility and predictability.
The primary duties and responsibilities of the Delivery Manager are outlined in the Role Requirements and Capabilities Activities" section, with additional support given to the Program Director, Kindergarten Attendance by carrying out any additional tasks at their discretion.
Attributes
Due to the seniority of the role, it requires a minimum 5 years' experience in the following essential requirements:
- Extensive demonstratedexperience in Delivery Management for complex IT programs, with multiple concurrent project streams and technology products
- Strong stakeholder management, negotiation and influencing skills, including with senior level stakeholders Experience in multi-stream release management activities such as scheduling, roadmaps, demand management and prioritisation
- Experience in designing processes and system improvements that deliver tangible benefits to end-users and customers
- Strong demonstrated knowledge in the end-to-end Software Delivery Life Cycle (SDLC) and experience in blending traditional project principles and practises with a tailored Agile development approach to fit large, complex, business-critical projects
- Proven experience in Change Management within an Information Technology environment and Demonstrated experience in resource capacity planning and forecasting
- Strong written and oral communication skills
- Organisation skills and ability to multi-task and adhere to tight deadlines
- Strong analytical and problem-solving skills and the ability to achieve outcomes in large complex environment with competing priorities
- Strong continuous improvement, delivery and outcomes focused mindset
- Experience using collaboration and tracking tools, such as Jira, Confluence, ServiceNow, etc.
Desirable Qualifications and Experience
- Experience with technical systems development including project planning, delivery and technology support
- Relevant tertiary qualification in Leadership, Business, Information Technology or Project Management
- Agile Certification
