About us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
This newly established role is responsible for supporting DGS' consequence management and coordination activities for cyber incidents and emergencies. Experience in the technical aspects of cyber incident response is not required for this role. Working alongside the Victorian Government's Cyber Incident Response Service, you will play a central coordinating role before, during and after cyber incidents, working with the sectors/departments/agencies responsible for the management of impacts and consequences.
You will have a particular focus on building strong relationships with stakeholders across State and Federal government and private industry. Your strong analytical and coordination skills, paired with your understanding of incident and emergency management, will enable you to collaborate to develop innovative solutions for the dynamic challenges existing in the cyber security environment.
About you
To be considered for the role, you must be able to demonstrate:
- Demonstrated experience in providing specialist incident and consequence management advice and operational capability during emergency events or incidents.
- Ability to analyse and critically evaluate a situation, develop options and implement solutions in complex and high-pressure operating environments.
- Ability to confidently convey complex concepts and information and meet the needs of senior stakeholders within government and externally.
- Demonstrated collaboration and influencing skills, with a proven record of supporting and maintaining relationships across government and industry to deliver agreed objectives.
- Demonstrated capacity to work in high pressure situations such as emergency events.
Mandatory requirements
- There will be a requirement to particpate in EM rosters and perform intermittent after-hours work in response to incidents and emergencies within DGS portfolio responsibilities.
- The ability to obtain and maintain a NEGATIVE VETTING 1 security clearance.
Desirable requirements
- A detailed understanding of Victorian government emergency management departmental and portfolio responsibilities, including as it applies to critical infrastructure.
- Experience in crisis and emergency management. Particularly in coordinating disparate groups towards common objectives in complex and dynamic operational situations.
- Experience in continuous improvement and lessons management, including refining operational frameworks, policies and procedures to improve performance.
Key Accountabilities
- Support DGS' cyber portfolio responsibilities before, during and after cyber security incidents by identifying impacts and consequences and coordinating associated multi-department/agency preparedness and response activities.
- Support the development and implementation of a cyber consequence management framework and supporting procedural doctrine that allows for a consistent and effective approach to cyber incident and emergency consequence management.
- Lead the development of cyber impact and consequence data collection to support operational reporting and longer-term forecasting and analysis. This includes providing specialist input to operational briefings, budget bids and refinements to operating models and procedures.
- Facilitate DGS' Control Agency responsibilities during a cyber security emergency by supporting the State Controller Cyber Security to identify and coordinate consequence management activities in close cooperation with State Control Centre functions.
- Maintain awareness of the cyber threat environment as it relates to potential impacts and consequences and provide input into the maintenance of cyber security related systems, processes and policy.
- Develop and maintain collaborative relationships with key government, industry, and other stakeholders to support the Department's and Victoria's incident and emergency management agenda.
