About the Department of Home AffairsThe Department is responsible for centrally coordinated strategy and policy leadership in relation to emergency management including disaster recovery and resilience, the protection of Australia’s sovereignty, citizenship and social cohesion, cyber systems and critical infrastructure, immigration, border security and management, law enforcement, and counter-terrorism. Through our Commonwealth Coordinators and the Director-General of Emergency Management Australia, the Department enables rapid responses to threats of foreign interference, terrorism, organised crime and natural disasters.
The Department promotes social cohesion through multicultural programs, and manages and confers citizenship through the Australian Citizenship Program. The Department also contributes to Australia’s unity and prosperity through the management and delivery of the migration, refugee and humanitarian programs, and through modernising our trade and travel systems.
About the RoleThe People Engagement, Planning and Innovation (PEPI) Branch is responsible for the design and delivery of the Department's overarching people and workforce capability strategies to ensure the workforce is equipped and supported to deliver on their business objectives that contribute to the Department’s outcomes. This includes the design and delivery of the Workforce Strategy (WS), Location of Work Strategy, the Flexible Work Playbook, and the People Capability Framework.
PEPI provides expertise and guidance on workforce design, workforce planning, and workforce reform. This is further supported through reporting and analytics services which inform the Department's strategic people initiatives and corporate reporting obligations.
The Branch facilitates meaningful change across the Department and Australian Border Force (ABF) by driving APS Reform agenda activities and Census Action Plans. PEPI engages with areas across the Department and ABF through the PBP Teams. PBPs provide meaningful partnerships that enable business areas to discuss and implement successful workforce management strategies, analyse HR challenges, and support sustainable workforce solutions.
Our ideal candidate
Our ideal candidate will have:
- Qualifications and/or significant experience in Human Resources or a related field.
- Proven leadership capability working with teams in a complex and fast paced environment.
- Demonstrated awareness of emerging HR and workforce trends, including the ability to identify long-term opportunities and balance organisational requirements with desired whole of government outcomes.
- Demonstrated experience in identifying and managing complex risks in a dynamic multi-faceted environment.
- Experience in contributing to, and implementing strategic initiatives at an enterprise level.
- Highly developed interpersonal, communication and negotiation skills.
- Displays political acumen, strong communication and have demonstrated experience in managing and influencing diverse stakeholders
As Assistant Secretary PEPI you will:
- Develop, implement and govern people and capability uplift strategies and targeted workforce including delivering the workforce strategy for Home Affairs;
- Design, develop and provide workforce data, analysis and reporting products, tools and guidance to support the organisation to enhance workforce planning and management;
- Build relationships with internal and external stakeholders to assist in planning, development and implementation of strategic workforce design projects and organisational development solutions;
- Gain a thorough understanding of business priorities and resultant workforce needs and challenges to ensure the workforce is prepared to deliver on current and future requirements;
- Provide professional HR guidance and support to Senior Executive Service (SES) officers, as well as local Executive business leads across the Department's national footprint;
- Provide high quality, client focused services linking business objectives and needs, to people services and programs, through the People Business Partners;
- Manage and coordinate implementation and contribution to APS reform, Location of Work, HR professional stream and Future of Work agendas. This includes provision of advice and briefings to Secretaries’ Board, COO Committee and related sub committees.
- Participate and contribute to HR governance and executive committees and working groups.
- Provide coordination and governance of business reporting and risk management activities across People Division by ensuring compliance to reporting obligations.
The successful candidate must:
- be an Australian Citizen
- obtain and maintain an AGSVA security clearance at a minimum of Negative Vetting 1
- obtain and maintain departmental Onboarding Checks.
