The key duties of the position include
The Role
We are seeking an individual who is keen to make a real impact as part of the Electro Optics Sensing and Electromagnetic Warfare (EOSEW) Major Science and Technology Capability (MSTC). You will have the opportunity to use both your science and technology expertise and your project management knowledge to lead some of the most interesting Programs supporting the Defence of Australia.
The Deputy Program Leader (DPL) will, in the first instance, be responsible to the Research Leader EOSEW, and once instantiated, to the respective Program Leader, and will work collaboratively with a variety of stakeholders, to successfully lead the coordination and management of a program/project.
In this role, you will be responsible for:
  • Creating the IS&T Program's delivery plans by consulting with relevant internal and external stakeholders.
  • Applying your science and technology expertise to contribute to the design of research activities that address priority problems of strategic importance to Defence, which may span several scientific disciplines/domains.
  • Working across teams to define the Program's milestones, resources, risks and associated projects and work packages.
  • Monitoring, and reporting on the Program's delivery, risks, governance, communications, budget and benefits realised.
  • Identifying and resolving issues as they arise to ensure quality IS&T outcomes are achieved to time and budget.
  • Acquiring support for successful delivery of Program projects and work-packages (this includes: governance, assurance, legal, security, ICT, and safety).
  • Identifying and negotiating suitable technology transition pathways to help drive.
  • Maintaining and fostering partnerships with clients, academia, and other organisations nationally and internationally.

Sensors and Effectors applies science and technology to the sensing for Intelligence, Surveillance and Reconnaissance and the delivery of physical effects. Areas of focus include Weapons Systems Technologies, Explosive Ordnance, Electronic Warfare, Surveillance Systems, Undersea Systems, and Chemical, Biological, Radiological and Nuclear Defence.
The Program addresses the IS&T needs of Defence clients such as Joint Capability Group (JCG), Defence Intelligence Group (DIG), the various domain Headquarters (HQ) and the Offices of the Scientific Advisors and other Government Departments to understand the needs and develop IS&T Strategies and Plans with stakeholders. As a Deputy Program Leader you will need to engage broadly, in order to commission and coordinate research and development activities to address stakeholder needs and deliver IS&T output, supporting stakeholders to gain the outcomes they need in building national defence capability.
Note: The position requires a Positive Vetting Security Clearance. Candidates may be able to commence with a lower security clearance, however, will need to be able to obtain and maintain a Positive Vetting Clearance following commencement.
A merit pool will be created from the list of suitable applicants. This merit pool may be used to fill current vacancies and future positions in the event a position becomes vacant within the 18 months from gazettal date of this position.
About our Team
Electro Optics Sensing and Electromagnetic Warfare (EOSEW) Major Science and Technology Capability (MSTC) within DSTG's Sensors and Effectors Division (SED) conceives and develops S&T capabilities in Intelligence, Surveillance and Reconnaissance (ISR), Optronics, Electronic Warfare, Directed Energy and Quantum Technology systems to enhance the survivability and mission assurance of the ADF.
The EOSEW MSTC is concerned with techniques, technologies and systems to sense, detect and defeat threats and provide mission assurance using the optical spectrum.
This includes:
  • Development, testing and validation of ISR, threat warning and optronics technologies and systems
  • Development, testing and validation of EW countermeasures and Directed Energy Weapon technologies and systems
  • Development, testing and applications of Quantum and Emerging EO technologies and systems.
