Description:
The EL1 International Programs Manager plays a key role in managing and implementing the Court's international programs activities in line with the Australian Government's strategic objectives. Supporting the Director, the role is responsible for managing and implementing all aspects of each activity to a high standard, on time and within budget, also ensuring value for money. This position requires a strong understanding of international relations, program management, stakeholder engagement, and team leadership. Experience working in Pacific and Southeast Asia is desirable.The key duties of the position include
- Manage and implement all activities of the Court's signed Memorandum of Understandings, programs and any other Australian Government funded activities, in line with the agreed goals, purpose, outcomes, objectives and annual plans.
- Provide direction on procedures, maintain oversight of logistics and procurement arrangements for all activities and approve expenditure in line with project budgets, Australian Government financial policy, and value for money considerations.
- Develop, manage (including ensuring legal & other protocols are followed), acquit & report on program/activity budgets
- Provide support for the design, contracting and mobilisation of any new Australian Government funded programs of assistance.
- Maintaining a register of contracts, setting up & updating the FCAs financial systems
- Managing, monitoring and acquitting operating budgets, activity and project budgets, including preparing periodic budget forecasts.
- Draft all activity reporting, and internal briefings in a succinct, analytical and informative manner, and review technical and activity reports from any activities/visits.
- Establish and maintain strong and cooperative working relationships with all stakeholders, including Judicial and Court Officers within the Federal Court, other Australian courts/justice sector institutions (as necessary), partner courts in other countries, representatives of Australian Government agencies, external technical advisers, and the International Programs Unit.
- Support the International Cooperation Committee and its sub-committee in preparing briefings and other required documentation.
- Coordinate ad hoc requests, visits and activities.
- Recruit, orientate and oversee day-to-day activities of the Unit's team members/volunteers, including those in other locations, in terms of performance, assigning responsibilities/tasks, setting objectives, establishing priorities and conducting annual performance appraisals within the Unit.
