About us
The Department of Government Services (DGS) was established on 1 January 2023 to improve everyone's experience of doing business and interacting with the Victorian government. We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. We are doing this by connecting and digitising our systems and platforms across state and local government as well as streamlining our corporate and procurement services.
About the role
The Project Director, Digital Marketplace will drive and coordinate the delivery of the Marketplace Project. This includes leading and coordinating the alignment of ICT and procurement processes, leading the project team, establishing and leading the overarching project management and leading the engagement with buyers, suppliers and other key stakeholders to support the successful delivery of the project. The Director will also deliver the supplier hub program and manage all risks associated with those projects.
About you
To be considered for the role, you must be able to demonstrate:
- Demonstrated successful program management and delivery of complex IT programs across large corporate or government organisation; including leading process and employee experience design, testing, migration, change management and ongoing support operations.
- Expert understanding of project and program methodologies and tools and how they can be practically applied.
- Technical expertise and understanding of application architecture and be hands on leading a small team.
- Highly developed strategic planning capability; Understands the organisation's current and future role
- Considers the ramifications of issues and long-term impact of work being done and can translate strategic direction into day-to-day activities.
- Highly developed interpersonal and negotiation skills, with an ability to establish and maintain effective working relationships,
- Provide advice on processes and policies, and work effectively with a diverse range of internal and external stakeholders.
- Highly developed people management skills, demonstrated ability to align the team with the organisational values and goals through effective people management, coaching and modelling, and experience in managing agile teams effectively.
Mandatory requirements
- Delivered large and complex projects in the Victorian government
- Deep technical understanding of software and application platforms
- Experience working within an Agile delivery model (including SCRUM) and tools such as Jira and Confluence.
- Significant experience with digital transformations, cloud computing adoption, systems and applications integration, analytics, and risk management
Key Accountabilities
- Lead and coordinate the successful alignment of State Purchasing Contracts (SPC) and Procurement processes, policies and technology to deliver the Marketplace Project. Lead the project team to deliver the Marketplace Project, using agile or hybrid delivery methods as required by projects and programs.
- Establish and lead overarching project management, including resource planning, scope, schedule, budget planning, and management of risks and issues.
- Manage and lead engagement with buyers, suppliers, and other key stakeholders to support the successful delivery and facilitation of the project.
- Provide reporting to various governance bodies as required and be the first point of contact as required.
- Negotiate, strategically influence, and partner with key external and internal stakeholders with a view to develop and maintain effective networks, including relationships with the Victorian Government cross-jurisdictions and key private sector organisations to facilitate effective outcomes.
- Through effective leadership contribute to developing a strong central digital and technology capability, and mentor managers and new leaders, identifying and developing talented staff and ensuring effective collaboration.
