About Gurriny Yealamucka Health Services Aboriginal Corporation (GYHSAC):
Gurriny Yealamucka Health Services Aboriginal Corporation (GYHSAC) is an Aboriginal Community Controlled Health Service delivering Primary Health Care Services within the Yarrabah Aboriginal Shire in Far North Queensland. GYHSAC is the first Community Controlled Health Organisation in Australia to deliver primary health services in an Aboriginal Community. A Board of Directors, who a majority are, members of the Yarrabah Community governs GYHSAC. GYHSAC is a member organisation of the National Aboriginal Community Controlled Health Organisation (NACCHO) alliance and Queensland Aboriginal and Islander Health Council (QAIHC).
Your Role - Yarrabah Leaders Forum:
Formerly The Yarrabah Leadership Forum (YLF) was under development and required a community organisation to administer the YLF Project. GYHSAC as a Member of the YLF will auspice the project for its duration. The Executive Project Officer or any external consultants will work within the company policies and procedures of GYHSAC. The YLF has now created a registered entity Jabu Mugay (JM) of which will eventually see the transition from GYHSAC to JM.
The Yarrabah Leadership Forum (YLF) has a membership base that includes Community organisations, local Government service providers and identified community and cultural leaders. The YLF is a Strategic Group focussing on achieving Yarrabah’s priorities, goals and aspirations.
The YLF are seeking partnerships within Government, Corporate and Community spaces to rebuild our social frameworks in ways that are empowering, locally led, sustainable and outcome focused. The Yarrabah Leadership Group support the establishments of working/think tank groups to assist with solution developments including writing documents, desktop analysis, presentations, research, meeting preps and networking to provide the YLF with ways to collectively achieve the goals and priorities.
The working environment includes an evolving community with service providers actively initiating strategies independently against the seven key priority areas as opportunities arise or as part of their core business and the challenge is to establish an integrated and unified approach.
About the Position:
The Executive Project Officer will assist the YLF to engage with diverse stakeholders including Community, Governments and Corporate sector.
The position will be required to undertake work with a high level of complexity or sensitivity and operate under broad direction from the YLF & JM Board. The position will be responsible for examining key strategies, policies, priorities and operational practices across 3-sectors to support and advise the YLF & JM around high-level decision-making and judgment to achieve community goals and aspirations.
The position will also assist with the governance arrangements of YLF & JM.
This position reports to the GYHSAC's Chief Executive Officer for supervision, workload management and for Performance Planning and Review (PPR).
Scope of Works
The Executive Project Officer must support the YLF to achieve the following objectives:
- Strengthened community cohesion to ensure all community members contribute to improved conditions in Yarrabah
- Maintain the established representative leadership body which is inclusive of community and has strong direction
- An evidence-based, strategic and community led approach to planning for Yarrabah’ s future, identifying the opportunities and implementing strategies to improve the social and economic environment. Baseline data on various economic measures and social determinants
- Development of a reciprocal accountability framework between Government, Service Providers (local and external) and Community
- Continue to support establishment of a community - based support and mentoring program to build capacity within community organisations and start-up businesses to enable improved business and financial modelling, viability and compliance with regulations
- Improved and active collaboration between Yarrabah community and government, when Government service providers within Yarrabah Community
- Establish operational frameworks and collaborative pathways across the member organisations to translate the strategic intents of the YLF into locally led service provider actions
- Working with the identified key Service Providers, develop a Yarrabah Recovery Plan that is a consolidation of the works outlined below and includes costings, timeframes and measures.
- Finalising the Accord * Governance Framework * Community Engagement Framework * Trilateral Agreements * Develop a scoping paper around organisational capacity (i.e. community and industry governance standards) of the YLF members
- Build upon the existing Smart Pillar Working Groups to progress the Strategic intents of the YLF, provide subject matter advice and engage with community
- Progress the Mosiac Feasibility Report to inform a community driven Model of Care including the partnerships & investment strategy
- Analysis of existing data (or sourcing of documents) to provide an up-to-date profile to inform a community driven Model of Care including the partnerships & investment strategy
- Scoping Paper - Culturally Safe Communities - Developing a Scoping Paper that reflects the principles of the Yarrabah Community including Equal Partnerships, Identity, Local decisions/local control, social developments, Human Rights, Community unity and including the partnerships & investment strategy

Key Selection Criteria:
- Demonstrated knowledge and understanding of the social determinants that impact on Aboriginal peoples and Torres Strait Islanders and specifically in Yarrabah
- Demonstrated ability to work with a high level of autonomy to achieve Strategic and Community objectives as directed and incorporating Government priorities to deliver organisation and/or community outcomes
- Demonstrated ability to operate at an executive level providing strategic, analytical and innovative skills in planning, management and delivery, particularly in relation to community settings
- Demonstrated ability to translate strategy into operational activities working across multiple service providers, community and government
- Demonstrated interpersonal skills in relationship management, establishing and maintaining partnerships and negotiation skills
- Demonstrated ability to work effectively as a member of a multi- disciplinary team and demonstrate understanding and experience in human resource management, and
