Primary objective
Provide leadership in overseeing Prison Industries by assisting the Superintendent with the development and implementation of a
range of prison industry programs that deliver vocational training and employment opportunities.
Context statement
The Darwin Correctional Centre has approximately 300 custodial and 100 non-custodial staff.
Key duties and responsibilities
1. Assist the General Manager Prison Industries and Employment with the identification, development, costing and
implementation of new industry initiatives, and current industries for NTCS to ensure they are cost effective and deliver
employment opportunities.
2. To provide advice to industry staff in the direction that prison industries should be moving that collaboratively complements
NTCS strategies, policies, guidelines and procedures to achieve business goals.
3. Expand and improve the availability of prison industry employment opportunities for Indigenous people in Vocational Education
and Training that bridges the gap and meets skills shortages.
4. Assist in the development and implementation of performance management systems for prison industry programs, including
effective tool control management and reporting, physical human resources of prison Industries, ensuring high accountability
monitoring, along with reporting to facilitate ongoing continuous improvement to the General Manager Prison Industries
through the Superintendent.
5. Establish and maintain collaborative partnerships with a range of people within Government and non-government agencies
including the Manager Prisoner Services, to facilitate and assist in the delivery of Vocational Education and Training that
provides employment opportunities.
6. Consult with and provide the General Manager Prison Industries and Employment with regular monthly reports from all prison
industry employment through the Correctional Centres General Manager/Superintendent on the operation and performance
of all prison industries.
Selection criteria
Essential
1. Demonstrated high level working knowledge of business management, and vocational training framework.
2. Proven knowledge and experience in a trade industry with skills to identify and prioritise strategies and projects that improve
outcomes in vocational educational training.
3. Proven ability to lead and work collaboratively with teams to achieve high quality vocational education training outcomes for
prisoners.
4. Proven ability to develop and maintain positive networks and effective working relationships with key stakeholders including
the commercial industry.
5. High level interpersonal skills well developed written communication, report writing, negotiation and conflict resolution skills
including a commitment to confidentiality and the ability to represent the service.
6. An ability to interact effectively with people of diverse cultures and an understanding of special needs of Aboriginal prisoners.
7. A current NT Drivers Licence.
Desirable
1. Substantial experience in middle management in the criminal justice system.
2. Certificate IV in, Business Management, Training and Assessment, or Human Resources and Certificate IV in Correctional
Practice or willing to obtain.
