THE ROLE
The Worker and Carer Exclusion Scheme (WCES)was established under the Social Services Regulation Act 2021 (the Act) to address risks posed by individual workers and carers assessed as being an unjustifiable risk to children and young people. Under the scheme, the Social Services Regulator may refer conduct by a worker in scope of the scheme who has allegedly caused serious harm, or had the potential to cause harm, to children or young people for consideration by a panel for exclusion
The Senior Investigation Officer (WCES Panel) has overall responsibility for the day-to-day management and administration of the Panel's operations. The position manages administrative and budgetary systems, sets up panel hearings, and manages the liaison with stakeholders including out of home care service providers the Social Services Regulator, and carers. The position will also liaise closely with the Suitability Panel Chairperson and Executive Officer to ensure smooth and efficient operations.
The position provides day to day support to the panel chairperson/s and panel members.
This position involves the management and handling of challenging and confronting materials. The Senior Investigation Officer (WCES Panel) will support the receipt and management of referral to panel of alleged conduct that caused serious harm, or had the potential to cause harm, to children and young people. This conduct includes sexual offences and misconduct, physical violence, behaviour that causes significant emotional or psychological harm, and significant neglect
ACCOUNTABILITIES INCLUDE
- Manage the day-to-day operations of the Worker and Carer Exclusion Scheme Panel to meet its statutory obligations
- Provide professional administrative support to the panel Chairperson/s and to members of the Panel
- Liaise with Social Services Regulator staff, carers and their representatives in preparation for panel hearings and act as a hearing officer at panel hearings
- Provide independent procedural advice to the public and stakeholders including parties to proceedings on the operation and functions of the panel and relevant legislation
- Undertake purchasing and expenditure and maintain systems to ensure the efficient operation of the panel.
- Ensure that panel members are provided with access to wellbeing services.
- Set up on-line Panel hearings and support carers and other representatives to participate electronically.
- Support the recruitment process for expiring panel roles.
- Foster positive relationships across the Social Services Regulator, and external stakeholders including the Suitability Panel with a focus on collaboration, effective communication and continual service improvement.
