Description:

The Reform Lead, MRSDA (Mineral Resources (Sustainable Development) Act 1990) leads the delivery of subordinate instruments and administrative practices for a new regulatory framework for mineral and extractives resources industries. The new framework, set to commence on 1 July 2027, will operationalise amendments introduced by the Mineral Resources (Sustainable Development) Amendment Act 2023. The reform is a major overhaul of the regulatory framework, shifting it away from more prescriptive regulation towards a contemporary statutory duty model.

Working closely with the Manager, MRSDA, broader Resources Victoria Group, government regulatory agencies, and with industry, community, and Traditional Owner stakeholders, the Reform Lead ensures the subordinate instruments and administrative practices deliver the aspirations of the duty model, are well designed, properly informed, and fit for purpose.

Specialist/Technical Expertise/Qualifications

  • A relevant tertiary qualification in natural resource management, economics, law, planning and environment, public policy or another relevant field is mandatory.
  • Comprehensive knowledge and understanding of the processes that guide how regulations and other statutory instruments are made in Victoria.
  • Demonstrated experience in duties-based regulatory frameworks and delivering significant cross-government regulatory reform projects or programs.
  • Excellent communication skills and experience in proactively engaging with a diverse range of stakeholders to achieve positive outcomes and build effective working relationships, within a complex economic, environmental, and social context.

This is a fixed term position available for a period until 30 June 2026. The work location for this position is 8 Nicholson Street, Melbourne with hybrid work arrangements available.
