About the role:

The Senior Policy and Compliance Officer is part of a small team of specialists, led by the Manager, Procurement Strategy and Policy.

The Senior Policy and Compliance Officer will support the department's goods and services procurement governance framework through compliance monitoring, and supporting the development of appropriate mitigation and management strategies aimed at improving procurement compliance through divisional capability uplift and broader process improvement initiatives.

The Senior Compliance Offer will also work with the Manager, Procurement Strategy and Policy to support the Chief Procurement Officer, Procurement Committee and senior management on future initiatives, capabilities, and technologies to improve the procurement function within the department.

About you:

We are looking for someone who can:

  • Support the department's goods and services procurement governance framework.
  • Support departmental staff and divisions to identify, report, manage and mitigate procurement compliance breaches.
  • Develop and deliver strategies to manage and mitigate systemic compliance breaches, and deliver associated monitoring, reporting and recommendations.
  • Supprt the establishment, enhancement and implementation of policies, procedures and templates to support and improve the efficiency of the department's procurement and funding frameworks.
  • Provide expert advice and support in relation to procurement policies and the procurement governance framework.
  • Develop effective relationships with a range of internal and external stakeholders ranging from middle to executive leadership, and a range of program and policy areas within the department.

Qualifications/Specialist Expertise:

  • Demonstrated experience implementing and managing complex policy frameworks in a legislative context.
  • Strong understanding of/experience in financial management and procurement governance and assurance requirements within the framework of the Financial Management Act 1994 and Victorian Government Purchasing Board Guidelines.
  • A tertiary qualification in fields relevant to procurement, policy, and/or business systems, or equivalent is highly desirable but not essential.
