The Role
As a Senior Economic Analyst, you will work with a team of dedicated Economic Analysts and Policy Officers. You will lead in drafting key sections of the Victorian Skills Plan, undertake data analysis, and harness evidence-based products, data and insights produced in the Victorian Skills Authority (VSA) to provide actionable insights into current and future skills needs across Victorian industries, occupations and regions.
Key accountabilities include:
- Responsible for drafting sections of the Victorian Skills Plan and associated products, ensuring consideration of wider skilling, policy, social, economic and regulatory issues. This work involves and providing insights and recommendations for action.
- Conduct economic and data analysis (for example, using analytical tools such as R) and present complex information, which is then translated to clear and audience-appropriate messaging for presentation to senior management and other stakeholders.
- Prepare and present reports, ministerial briefs, cabinet and agency submissions on policy matters.
- Develop data insights products to support the development of the Victorian Skills Plan and associated products, support the strategic and operational decision-making across the VSA as well as undertaking routine data requests.
- Lead projects and activities related to the Skills Plan and its associated products such as project management, procurement and contracting as required.
The Team
The position Senior Economic Analyst is in the Analysis and Insights branch which sits within the Victorian Skills Authority (VSA) group.
The VSA group provides evidence-based planning and solutions to meet current and future skills needs in Victoria. We are an administrative office led by a chief executive officer and supported by an advisory board of key stakeholders.
We report directly to the Minister for Skills and TAFE and work closely with the Department of Jobs, Skills, Industry and Regions.
About You
To be successful in this role you will have the following skills and experience:
- Specialist Expertise in Research, Analysis & Evaluation and Environmental scanning: Capacity to convert data-rich analyses into clearly understood messages targeted at key stakeholders; data analysis, testing and verification experience; develops, maintains and uses a variety of systems, processes and sources to gather information and gain deeper understanding; experience in data analysis using analytical tools such as R.
- Written communication : Has strong written communication skills; prepares complex briefs, letters, emails, and reports using clear, concise, and grammatically correct language; edits written communications to ensure they contain the information necessary to achieve their purpose and meet audience needs; ensures appropriate style and formats are used; translates technical information into easily readable material for Senior Executives and non-technical audience.
- Policy skills : Undertake research and analysis and prepare policy options/proposals; formulates and communicates public policy options and recommendations; scans for links and potential implications of proposed policy options.
- Conceptual and analytical ability : Deals with concepts and complexity comfortably; has creative ideas and can project how these can link to innovations; uses analystical and conceptual skills to reason through problems and present these problems and potential solutions in ways that are readily understood by key stakeholders and decision makers; demonstrates ability to align analysis to support critical questions.
- Stakeholder management : high level interpersonal and communication skills with proven ability to liaise with a wide range of internal and external stakeholders; identifies issues in common for one or more stakeholders and uses to build mutually beneficial partnerships; identifies and responds to stakeholder's underlying needs; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved and finds innovative solutions to resolve stakeholder issues.
