About the role

The Team Leader Local Laws and Parking coordinates Council’s parking enforcement, local laws, animal management, school crossing programs, and foreshore patrols, ensuring statutory compliance and community safety.

This role develops strategies, oversees fire prevention as Municipal Fire Prevention Officer, and delivers efficient services to maintain a safe, liveable environment for the Kingston community.

Other Responsibilities include:

  • Manage and develop the Local Laws and Parking teams by fostering a positive, high-performing team culture through coaching, mentoring, and performance management.

  • Manage compliance and enforcement operations by overseeing parking enforcement, local laws, animal management and fire prevention, ensuring adherence to legislation and Council policies.

  • Develop and implement strategic plans by creating and executing policies, strategies, and action plans that address current and future community needs and legislative requirements.

  • Oversee contract and service delivery by managing contracts related to parking technology, towing, and pound services, ensuring quality service and resolving issues as they arise.

  • Engage with the community and stakeholders by providing expert advice, resolving complaints, and maintaining strong relationships with community members and partner agencies to support safety and compliance.

Your Skills and Experience

  • Proven ability to manage, mentor, and motivate teams across seven-day operations, ensuring high performance and alignment with Council goals.
  • Demonstrated experience developing and implementing strategies for local laws, parking, and fire prevention, including interpreting legislation and managing enforcement.

  • High-level negotiation, dispute resolution, and communication abilities to engage diverse audiences, resolve conflicts, and represent Council professionally.

  • Strong financial and planning skills, able to manage budgets and prioritise work to meet service and compliance requirements.

  • Tertiary qualifications in management/compliance, plus extensive regulatory experience in investigations, enforcement, and emergency planning (e.g., fire prevention)
