The Department of Justice and Community Safety is seeking a Manager, Intelligence and Reporting to provide a critical role within the Tobacco Regulation Project (TRP).

About the Business Unit

The Department of Justice and Community Safety (DJCS) provides a range of government programs and services focused on improving community safety, victim services, regulatory services and crime prevention, and building strong collaboration across the justice system. Located in the Integrity, Regulation and Legal Services (IRLS) group, the TRP has been established to deliver the Government's commitment to implement a tobacco regulation and business licensing scheme.

Following the passage of the Tobacco Amendment (Tobacco Retailer and Wholesaler Licensing Scheme) Act (Act) in November 2024, Victoria will implement a tobacco business licensing scheme and regulator to strengthen tobacco regulation. From 1 July 2025, tobacco retailers and wholesalers will be able to apply for a license to sell tobacco products, improving oversight and compliance. Additional functions under the Act, including enforcement and broader regulatory powers, will come into effect in 2026.

About the Role

Reporting to the Director, Licensing and Compliance, the Manager, Intelligence and Reporting will oversee critical functions including:

  • Delivering operational advice and producing intelligence products to support a risk-based approach to tobacco regulation.
  • Establishing and maintaining information-sharing arrangements with partner agencies and regulatory bodies.
  • Collecting, analysing, and disseminating data to inform internal and external stakeholders
  • Preparing high-quality reports, briefings, meeting papers, and presentations.
  • Identifying and responding to emerging complex, sensitive issues, risks, and trends.

The role operates within a complex and dynamic environment that requires sound judgement and the ability to develop and maintain effective relationships with key stakeholders, using influence and negotiation skills to support the provision of clear advice to deliver effective, timely actions.

Core to being successful in this role will be your capacity to understand new subject matter quickly, demonstrate appropriate initiative, and an ability to write accurate, timely and audience-appropriate documents and briefings.

As the Manager, Intelligence and Reporting some of your duties will include:

  • Developing and implementing an intelligence framework, and supporting products, to inform the establishment and operation of the tobacco licensing scheme.
  • Providing operational advice and produce intelligence products to inform a risk-based approach to tobacco regulation.
  • Developing and continually improve processes and procedures to support the collection and analysis of data and information, from and to a range of stakeholders.
  • Working with the different stakeholders to provide useful reporting and analytics.

About you

To be successful in this role, you will have:

  • Extensive experience and/or professional qualifications in senior information, intelligence and reporting roles, preferably within a regulatory context.
  • Strong analytical and investigative skills with demonstrated ability to identify emerging trends and systemic issues.
  • High-level communication (written and verbal) and interpersonal skills, with the ability to liaise and negotiate effectively at senior/executive levels, to resolve complex and sensitive issues.

Qualifications

  • Extensive experience in intelligence, law enforcement, regulatory compliance, or a related field, particularly in managing intelligence operations or investigations is highly desirable.
