Description:
The Senior Regulatory Capability and Development (RCD) Officer is responsible for designing and delivering a risk-based regulatory capability framework to support employees to deliver risk-based regulatory activities aligned to the regulatory strategy and capability requirements of the current permissioning and future duties-based legislative model. Working closely with internal and external stakeholders the Senior, RCD Officer designs and delivers training and engagement programs with a focus on continuing professional development for internal and external stakeholders including webinars, industry forums, training and education modules and supporting resources to promote regulatory best practice.
This is a unique opportunity to contribute to building capability of the regulator and industry in the regulation of Victoria's earth resources sector, at a time of significant growth, as we transition towards a duties-based regulatory model. You will be at the forefront of developing and implementing innovative training and development strategies that ensure earth resources activities are conducted safely to protect people, property, infrastructure and the environment.
Specialist/Technical Expertise/Qualifications
- Certificate IV in Training and Assessment and a full Victorian driver's licence is mandatory.
- Demonstrated experience designing and developing capability frameworks.
- Demonstrated experience designing and delivering adult learning programs, preferably in a public policy or regulatory setting, is desirable.
- Operational experience of the mining, quarrying or petroleum activities or a comparable high-risk industry would be well regarded.
This is an ongoing position. The work location for this position is 8 Nicholson Street, Melbourne with hybrid work arrangements available.
