We bring important day-to-day services together in one department to make things easy and seamless for Victorians and businesses. About the role
Reporting to the Manager, Strategy and Resources, the Senior Adviser, Regulatory Capability is broadly responsible for ensuring CAV staff have the capability to do their job effectively. The role is responsible for developing an induction program, training and professional development needs, and the provision of expert advice and guidance on best practice approaches to capability development across the business.
The role sits within Regulator and Group Operations team, which provides broad business support to CAV across its various functions. The role also works closely with the DGS Learning and Development team to ensure departmental alignment and best practice and with the Learning and Development Coordinators across CAV's business areas.
Key Accountabilities include
* Lead the development and implementation of a learning and development framework and programs across CAV to ensure highly capable people can effectively deliver to CAV's strategic vision.
* Lead the development, delivery, and maintenance of an induction program for CAV to ensure regulatory capability.
* Analyse learning needs and partner with colleagues and stakeholders to develop and implement tailored L&D solutions in line with organisational priorities, including induction programs.
* Procure training solutions and manage contracts with specialists and external providers, to develop and deliver training activities in accordance with the learning and development strategy.
About you
To be considered for the role, you must be able to demonstrate:

Thinks at the whole of system level and undertakes internal and external scanning, considering wide-ranging possibilities in developing a vision for the future; translates strategic direction into team and individual plans and daily activities for self and others.
* Stakeholder Management: Identifies issues in common for one or more clients or stakeholders and uses them to build mutually beneficial partnerships; identifies and responds to stakeholder's underlying needs; uses understanding of the stakeholder's organisational context to ensure outcomes are achieved.
* Innovation and Continuous Improvement: Uses understanding of clients or stakeholders' context to design and implement systems for continuous improvement within team or organisation; reviews and analyses internal and external information to improve effectiveness and quality of work; creates team environments where innovation and creativity are fostered and rewarded.
Mandatory or desirable requirements
A degree in Human Resources, Education, Training or other relevant qualification, or demonstrated experiencing in developing, implementing and evaluating a range of learning and development strategies and initiatives that are effective in building capability and behaviour, is desirable but not mandatory.
